Tolletaten, the 25% mva and flyttegods relief

Norwegian Customs — Tolletaten — assesses every import at the border, and because Norway is outside the EU customs union that assessment is a full, separate clearance with VAT (merverdiavgift, mva, at 25%) and any duty calculated on the import value. The working relief for a household move is flyttegods, transfer-of-residence relief: personal effects you have owned and used for 12 months or more come in free of that duty and mva, provided you are genuinely relocating, were resident in the UAE beforehand, and bring the goods within a reasonable period of taking up residence in Norway. Tolletaten wants a clean inventory, evidence of your prior UAE residence and your new Norwegian one, and a declaration that lines up with the container. New goods still in their boxes and commercial stock sit outside the relief and are assessed normally. We prepare the whole dossier with you before anything is packed, so the declaration at the border is the one we drafted weeks earlier.

Used cars and the engangsavgift

The single most expensive mistake on this corridor is shipping a car without doing the sums first. Norway levies a one-time registration tax — engangsavgift — on vehicles when they are first registered in the country, and on many imported cars it is high enough to rival or exceed the value of the car itself. Flyttegods relief can ease the import side for a vehicle owned and used long enough, but the registration tax is a separate charge and the rules around it are detailed. For most people the honest advice is to sell in the UAE and rebuy in Norway rather than absorb the engangsavgift and the technical-approval process on a car that may not be worth it at the far end.
