Tolletaten, VAT and the EEA position

Norwegian import VAT — merverdiavgift, universally known as MVA — is charged on commercial imports at the standard Norwegian rate, applied on the customs value plus any duty. Businesses registered for MVA generally recover import VAT through the normal VAT return, and many import-active companies use the deferred VAT accounting available to registered importers so the tax is reported rather than paid in cash at the border. An importer needs to be properly identified to Tolletaten before cargo can clear in its name. Many industrial goods carry low or zero conventional customs duty, but that is determined by the commodity code and the goods’ origin — it is not an assumption to be made blind.

For goods of qualifying origin, preferential duty treatment may be available under the relevant trade arrangement provided the correct origin documentation accompanies the shipment; we confirm the position with the UAE exporter where it applies. For temporary movements — exhibition stock, demonstration units, professional equipment going in and coming back out — an ATA carnet is frequently the cleanest mechanism, and we prepare and present it.
