The UAE–Portugal corridor in detail
Sea and air routes
Sea lands mainly at two Portuguese ports. Lisbon (Lisboa) on the Tagus handles the bulk of household traffic for the capital, Cascais, the Silver Coast and the south, with onward road haulage to the Algarve. Leixões, the deep-water port serving Porto, takes consignments for the north — Porto itself, Braga and Guimarães. Jebel Ali to Lisbon runs roughly 16 to 20 days quay-to-quay; add a handful of days for clearance and onward delivery. Air from DXB reaches Lisbon direct in about seven to eight hours, with Porto a short connection on; it is the option when the timeline cannot absorb a sea schedule.
The AT, transfer of residence and your NIF
Portuguese customs is run by the Autoridade Tributária e Aduaneira, the AT, within the EU customs framework. For UAE-origin household goods the working basis is transfer-of-residence relief — bagagem — which exempts used personal effects from import duty and VAT where the goods were owned and used for at least six months, the owner has held normal residence outside the EU, and a genuine change of residence to Portugal is taking place. The file the AT expects is specific: a valued inventory, proof of residence abroad, evidence of the new Portuguese address, and the NIF. The tax number is the linchpin — without it the relief cannot be lodged, so most arrivals obtain it before they fly, and we confirm it is in hand before the box reaches the quay. New goods still in their packaging and commercial stock sit outside the relief and are assessed in the ordinary way.
Used cars: IPO inspection and ISV
A used UAE vehicle can move, but it is a deliberate exercise rather than an afterthought. On arrival the car needs an IPO roadworthiness inspection, and the imposto sobre veículos (ISV) is assessed on engine capacity and emissions before it can be registered and plated. The duty and VAT position depends on whether the car forms part of a qualifying transfer of residence or is treated as a standalone import. We are candid early: for many movers the combined ISV and registration cost makes selling in the UAE and buying locally the more sensible route, and we will say so when the numbers point that way.
Pets
Cats and dogs travel on the EU pet scheme. The animal needs an ISO microchip, a valid rabies vaccination administered after the chip and observing the waiting period, and an EU animal health certificate issued by an official UAE vet inside the window before travel. Lisbon and Porto both receive animals as manifest cargo. We coordinate with an IATA-registered pet shipper and time the flight so the paperwork and the arrival line up.
Golden Visa, D7 and NHR — timing the move
The residence route shapes the schedule more than the freight does. The D7, built for passive income and remote earnings, is the common choice for retirees and location-independent professionals; it is applied for at a consulate before the move and converted to a residence permit at an AIMA appointment after arrival. The Golden Visa suits investors and carries its own processing rhythm. The NHR regime is a tax status rather than a visa, claimed after registration. What they share is that the residence permit and the customs relief are linked, and an AIMA slot can sit weeks ahead. We plan the shipment so it does not land before you can lawfully take delivery.
Restricted and excluded items
Some things do not travel, or travel only with their own paperwork. Firearms and many bladed weapons are tightly controlled and generally stay behind. Plants and seeds need phytosanitary clearance. Alcohol above personal quantities is treated as dutiable rather than as household effects, and new boxed electronics still in retail packaging read as commercial goods rather than used personal property. We mark these at survey so nothing in the container triggers an avoidable query.

Dubai Marina to a flat in Lisbon
A software consultant on a D7 visa, working remotely for clients abroad, moving a one-bedroom apartment's worth of belongings to Alcântara. The coordinator timed a Lisbon sea rotation against his AIMA appointment, confirmed the NIF was issued before dispatch, and lodged the bagagem relief with the valued inventory. Abu Dhabi to a villa in the Algarve
