Moving to Luxembourg

Luxembourg occupies a small patch of ground between France, Germany and Belgium, yet it carries more financial weight than most countries ten times its size. The Grand Duchy is one of Europe’s principal centres for banking and investment funds, the seat of the Court of Justice of the European Union and the European Investment Bank, and a place where French, German and Luxembourgish run side by side in daily life. A move from the UAE lands you somewhere prosperous, orderly and trilingual — and, because the country is landlocked, somewhere your shipment cannot reach by sea without first crossing another nation’s port.

Fund administrators and private-banking professionals joining houses in Luxembourg City, staff and contractors attached to the EU institutions, and families settling for a posting that often runs several years. We have moved this route inside our 22 years on the UAE corridors, and the logistics are unusual enough — no port, an EU customs file, a trilingual commune office — that getting the sequence right matters more here than on most European moves.

1. Survey and brief

   A survey in the UAE or by video, volume measured in cubic metres, and any items that change customs treatment flagged early. Sea and air options come back priced against your Luxembourg start date and the eight-day commune window.

2. Documentation before dispatch

   The transfer-of-residence file is built before the shipment sails — inventory, residence evidence, proof of the move and the ADA declaration. For commercial flows we confirm the EORI and raise an EUR.1 movement certificate where preference origin applies.

3. Export pack and route

   Export-standard packing from Dubai, Abu Dhabi or Sharjah, with a full inventory built as we go. The consignment is booked on a rotation to Antwerp or Zeebrugge, or onto an air service ex DXB when the timeline is short.

4. Clear and deliver

   EU import clearance at the port of entry or at Luxembourg Airport, the déménagement relief applied, then road haulage into the Grand Duchy. The crew unpacks, reassembles and clears the debris on the same visit.

Sea routing through Antwerp, and the inland road

Luxembourg has no coastline and no seaport, so a container from Jebel Ali cannot dock in the Grand Duchy itself. The practical route runs to Antwerp — the nearest major deep-water port — or to Zeebrugge, with Hamburg used occasionally where a particular service favours it. Sea transit Jebel Ali to Antwerp sits in the region of 18 to 22 days quay-to-quay, after which the goods clear into the EU and move inland by road, roughly two to three hours up to Luxembourg City and the southern communes. Building the port call and the road leg as a single chain is what keeps the inland transfer from becoming the weak link.

Air freight ex DXB

When the timeline is tight, air is the faster path. Luxembourg Airport is a serious cargo hub in its own right — the home base of Cargolux — so freight can route in directly or through a European gateway such as Frankfurt, Brussels or Amsterdam. Passengers fly DXB to LUX direct or via the same hubs in six to seven hours. Air suits the working essentials that need to be in place before the main household load arrives, and we often split a move so a small priority consignment flies while the bulk goes by sea.

EU customs and déménagement relief

Luxembourg is an EU member, so clearing here clears your goods into the whole Union. Customs is administered by the Administration des Douanes et Accises within the EU framework, and most arriving residents qualify for transfer-of-residence relief — the déménagement — which exempts used personal effects from import duty and VAT where the goods have been owned and used for six months or more and the owner is genuinely shifting their normal residence to Luxembourg. The application has to be supported with an accurate inventory and proof of the move. New goods still in their boxes, commercial stock and certain items sit outside the relief, and we identify those at survey rather than at the quay.

Used cars, restricted items and pets

A used UAE car can come, but it has to pass the controle technique at the Société Nationale de Controle Technique and then be registered in Luxembourg; budget for the inspection and the plates. Items that cannot travel freely include firearms without the proper Luxembourg authorisation, plants without phytosanitary certificates and alcohol beyond personal quantities, which attracts excise. Pets travel under the EU pet passport scheme — an ISO microchip, a valid rabies vaccination and an EU health certificate from an official UAE vet within the required window before travel. We flag each of these in planning so nothing surfaces as a surprise at clearance.
