Pet relocation to Norway

Norway applies the EEA’s harmonised rules for pets entering from a third country, and for an animal travelling from the UAE the requirements are detailed and strictly enforced by Mattilsynet, the Norwegian Food Safety Authority. The rules are not unreasonable, but they are sequence-dependent: each step must be completed in the correct order, and some steps carry fixed waiting periods. Get the sequence wrong and the animal cannot be cleared at the Norwegian border.

The core sequence for a dog or cat travelling from the UAE to Norway is: an ISO-compliant microchip implanted first, a primary rabies vaccination given after the chip and never before, a rabies antibody blood test taken at an approved laboratory at least thirty days after the vaccination, and then a mandatory three-month wait running from the date of that blood sample before the animal may enter. An animal health certificate is issued by an official UAE veterinarian close to travel, and the animal must enter Norway through a designated entry point. Dogs additionally require treatment against the Echinococcus tapeworm, administered and documented by a vet within a defined pre-arrival window — a step Norway takes seriously.

Norway also has its own rules on dog ownership and a number of breeds that are prohibited or restricted under national legislation, so it is essential to confirm your dog’s eligibility before any travel is planned. Vehicle shipping to Norway

Shipping a car from the UAE to Norway involves considerably more than the freight itself. There is UAE export documentation, the Norwegian import clearance with Tolletaten, registration with Statens vegvesen (the Norwegian Public Roads Administration), a technical check, and the country’s one-off registration tax to consider. How the vehicle is treated at the Norwegian border depends on whether it qualifies under transfer-of-residence relief. A car the owner has genuinely owned and used before the move, and will continue to use in Norway, can in defined circumstances be imported under that relief — but Norway’s one-off vehicle registration tax (engangsavgift) and the rules around it are distinctive, and the relief is not automatic. Norwegian vehicle taxation is among the more complex in Europe, and electric vehicles are treated very differently from combustion vehicles. Once customs is settled, the vehicle goes through a technical inspection and approval process before it can be registered. UAE-specification cars frequently need adjustments — lighting and certain equipment may need to meet Norwegian and European standards — and winter-tyre obligations apply seasonally. After inspection and approval, the vehicle is registered with Statens vegvesen, Norwegian plates are issued, and compulsory third-party insurance must be in place before the car is driven.
