Relocation & freight corridor

Moving to France

The UAE to France corridor serves two very different kinds of move — corporate relocations into Paris and Lyon, and lifestyle moves to the south. Seemleius handles both.

  • 22 years moving households & cargo
  • 1,213+ moves delivered door to door
  • 4.8 / 5 200 client-feedback responses
  • One coordinator from quote to delivery

A Marseille-bound container leaves Jebel Ali on a fixed weekly rotation, transits Suez, and lands at the Fos terminal around 18 to 22 days later. We give you the vessel name, the booking reference and a projected berth date the day after your survey. That is the standard moving to France from Dubai runs on, and the standard we have held on the UAE–France corridor for 22 years.

Some 1,213 moves on, the corridor still carries two distinct groups. One moves for work — a consultant joining a Paris practice, an aerospace engineer posted to Toulouse, a UAE firm setting up a French subsidiary in Lyon. The other moves for a slower life in the south — a family taking on a house near Nice, a couple settling in Provence or the Bordeaux vineyards. The route is the same; the priorities are not, and we plan each accordingly.

Déménagement de retour, done properly

Transfer-of-residence relief exempts personal effects owned and used six months or more from French duty and the 20% import VAT. We build the Cerfa 10070 dossier and the French-language inventory before the container sails, not after it lands.

DELTA lodged in advance

Douanes Françaises run DELTA as their electronic clearance system. A gap between declared value and inventory holds the box on the quay. Our clearing agents pre-validate the entry so the file is right the first time it is read.

Arrival timed to your address

Crit’Air low-emission rules govern access to central Paris, Lyon and other city zones. We confirm the sticker class and book a compliant truck against your lease start, so the shipment does not land before you can take it.

  1. Survey and brief

A UAE survey or a video walk-through, volume measured in cubic metres, and any item that changes customs treatment flagged early. Sea and air options come back against your French start date and the Le Havre versus Marseille routing call.

  2. Documentation before sail

EORI confirmed where a commercial flow needs it. The déménagement de retour dossier prepared — Cerfa 10070, French inventory, proof the UAE residence is being given up and the French one taken on, plus ICS2 advance security data.

  3. Export pack and dispatch

Export-grade packing from Dubai, Abu Dhabi or Sharjah, ISPM-15 treated timber where it applies, and a full bilingual inventory. Booked onto a rotation to Le Havre, Marseille-Fos or Dunkirk, or air from DXB.

  4. Clearance and delivery

DELTA lodgement at the port of entry, transfer-of-residence relief applied, container devanned and trucked to your door. Convoi exceptionnel permits arranged for over-dimensional loads. The crew unpacks, reassembles and clears the debris on the same visit.

The UAE–France corridor in detail

Ports and sea routes

Sea is the practical choice for a full household or a large commercial volume, and three French ports cover the corridor. Marseille-Fos is the natural landing for the south — the Côte d’Azur, Provence, Lyon and the Rhône valley — with Jebel Ali to Fos running roughly 18 to 22 days quay-to-quay. Le Havre serves Paris and the north most directly, on the Seine axis with frequent service and onward road or barge into the capital. Dunkirk is the option for routings favouring the far north. Add three to five days for clearance, then a day or two of road delivery.

Air routes from Dubai

Air suits a tight corporate start date or a priority part-load that cannot wait for a vessel. Direct flights from Dubai International reach Paris-Charles de Gaulle, Nice Côte d’Azur, Lyon-Saint Exupéry and Marseille Provence in around seven hours, with a working-day clearance once the freight lands. A common pattern is a split consignment — priority items by air to CDG for an early move-in, the rest by sea behind it, both cleared under one inventory.

DELTA, the douanes and déménagement de retour

France is an EU point of entry, so clearing customs here clears your goods into the single market. Douanes Françaises run DELTA as their electronic backbone. For UAE-origin household goods the working relief is the déménagement de retour — transfer-of-residence relief under EU Council Regulation 1186/2009, declared on Cerfa form 10070. It covers French duty and the 20% import VAT on personal effects owned and used for six months or more, where the resident has lived outside the EU for at least twelve months and is establishing primary residence in France. The dossier needs a detailed French-language inventory and proof that residence is genuinely moving from the UAE to France. New goods above the relief threshold, commercial stock and certain vehicle situations sit outside it. Commercial cargo runs its own route — an EORI number, DELTA entry with ICS2 advance data, and T1 or T2 transit treatment where the goods move onward inside the EU.

Vehicles and the quitus fiscal

A used vehicle owned long enough can travel under the same transfer-of-residence relief, but registering it in France is a separate exercise. The first document the prefecture asks for is the quitus fiscal — a tax-clearance certificate from the local tax office confirming VAT is settled or not due. With that in hand the car moves to a French registration (carte grise), which calls for a certificate of conformity, a réception à titre isolé inspection where the model was never type-approved for the EU, and a contrôle technique test for older vehicles. We flag early whether a particular UAE car is worth bringing, because some are simpler to sell in Dubai than to homologate in France.

Restricted and excluded items

A few categories will not travel on a household move, or need their own paperwork. Firearms require French licensing and prior authorisation. Alcohol beyond personal quantities is treated as a dutiable, taxable import. New boxed electronics read as commercial stock rather than personal effects. Plants and certain foodstuffs need phytosanitary certificates or cannot enter at all. We screen the inventory at survey so nothing surfaces as a surprise at the quay.

Pets to France

Pets travel under DGAL rules on the French side. A cat or dog needs an ISO-standard microchip, a valid rabies vaccination, and an EU pet passport or the equivalent EU health certificate issued by an official UAE vet within the validity window. We coordinate the booking with a specialist pet-relocation agent and hand off at the arrival airport so the animal and the household arrive in step.

Destination clusters and pricing

Paris anchors finance, luxury and consulting, with international schools concentrated in the western suburbs. Toulouse is the aerospace capital, built around Airbus and its supply chain. Lyon draws life sciences, technology and regional headquarters; Marseille pairs a working port with a large international community; Nice and the wider Côte d’Azur remain the lifestyle magnet, with Sophia Antipolis just inland. Pricing builds from volume, route, freight mode, customs treatment and how easily a truck can reach the door — every quote itemises freight, customs, haulage, packing and insurance, with no single bundled figure hiding the detail.

Family relocation

Dubai Hills to a house near Nice

A family of five leaving a villa for a house in the hills above Nice, the school year fixed for early September. The coordinator booked a Marseille-Fos rotation, built the déménagement de retour file around the new tenancy, and timed the road leg east so the container was unloaded inside the holiday week. The 20% VAT relief held cleanly because the inventory and the proofs were lodged weeks ahead.

Corporate transferee

Abu Dhabi to a Toulouse aerospace posting

An engineer joining the Airbus supply chain on a January start, with a move-in window that would not wait for sea freight alone. The coordinator split the consignment — priority air to a Toulouse-bound clearance for the working essentials, a sea container to Marseille for the household behind it. Both referenced one inventory across the airwaybill and the bill of lading, so the douanes desk read a single coherent file.

Commercial cargo

Test equipment to a Lyon facility

A UAE engineering firm shipping calibration rigs to its Lyon site, declared commercially with an EORI number and a DELTA entry filed before the box reached Le Havre. The coordinator arranged the convoi exceptionnel permit for an over-dimensional crate, planned the escorted road leg south, and matched delivery to the site induction date so the equipment did not sit in a yard.

★★★★★

Eight years in Arabian Ranches into a stone house above Nice that swallowed less than we hoped. The coordinator told us what would not fit before we shipped, which saved an awkward arrival. The container reached Fos on day 20 and the crew was unpacking the following week, with the déménagement de retour paperwork settled long before the box sailed.

★★★★★

Returning to Paris after nine years in Dubai with a flat’s worth of furniture and a small library. The coordinator handled the transfer-of-residence dossier and arranged proper crating for the books and a few framed pieces. Everything cleared Le Havre without a query and arrived in the 7th in good order. Updates were steady — a note when there was news, quiet when there was nothing to report.

A Le Havre landing rather than Marseille added a day on the road down to Lyon, and one carton was held briefly over a new sound system I had forgotten to declare. The coordinator got it released the next morning by filing the receipt as a personal-effect addendum. Not quite the flawless run I had pictured, but honest and quick when something needed sorting, which counts for more.

Frequently asked questions — France corridor

What is the déménagement de retour and do I qualify?

It is transfer-of-residence relief under EU Council Regulation 1186/2009, declared on Cerfa form 10070. You qualify if you have lived outside the EU for twelve months or more, the goods have been owned and used for six months or more, and you are establishing primary residence in France. It covers French duty and the 20% import VAT on personal effects.

What customs duties apply to a household move?

Where the transfer-of-residence relief applies, qualifying personal effects enter free of duty and import VAT. Anything outside it — new goods above the threshold, commercial stock, certain vehicles — attracts standard French duty plus 20% VAT. We separate the two on the inventory so the relief is not put at risk by a single new item.

Le Havre or Marseille?

Le Havre is the closer landing for Paris and the north, sitting on the Seine axis with frequent service. Marseille-Fos is the natural entry for the south — the Côte d’Azur, Provence, Lyon and the Rhône valley — and usually trims the road leg. Dunkirk suits routings favouring the far north. We make the call on where the goods are actually going.

How does the quitus fiscal work for my car?

The quitus fiscal is a tax-clearance certificate from the local French tax office confirming import VAT is settled or not due. The prefecture needs it before issuing a carte grise. Beyond that, registration may call for a certificate of conformity, a réception à titre isolé inspection and a contrôle technique test. We flag early whether a given UAE car is worth bringing.

I am a returning French resident — is it different?

The relief is the same transfer-of-residence route whether you are French, a long-term UAE resident or another nationality establishing primary residence in France. What matters is the twelve-month period outside the EU, the six-month ownership of the goods, and clean proof that residence is genuinely moving. We build the dossier to whichever proofs apply to you.

How do pets travel to France?

Cats and dogs move under DGAL rules — an ISO-standard microchip, a valid rabies vaccination, and an EU pet passport or the equivalent EU health certificate from an official UAE vet within the validity window. We book through a specialist pet-relocation agent and hand off at the arrival airport so the animal lands in step with the household.

What will not ship?

Firearms without French licensing and prior authorisation, plants and certain foods without phytosanitary clearance, large quantities of alcohol, and new boxed electronics treated as commercial stock. We screen the inventory at survey so none of it becomes a problem on the quay.

How long does the whole move take?

Jebel Ali to Marseille-Fos runs roughly 18 to 22 days quay-to-quay, Le Havre a little longer; add three to five days for DELTA clearance and a day or two of road delivery. Air from Dubai is on the ground within a day or two of flying, plus a working-day clearance. Booking four to six weeks ahead gives the dossier room to be right.

Who handles the French end?

Your coordinator owns the move from the UAE survey through to the French delivery, working with our clearing agents and delivery crews on the ground. The same person you brief in Dubai is the person tracking the container into Le Havre or Fos and confirming the unload date in France.
