Moving to Andorra

Andorra sits high in the Pyrenees between Spain and France, a microstate with no coastline, no seaport and no airport of its own. Routing: no port, no airport, a road over the mountains

Because Andorra is landlocked with neither a seaport nor a commercial airport, every shipment finishes on the road. The usual sea path is Jebel Ali to Barcelona, the nearest major port, then a mountain run of two and a half to three hours up to Andorra la Vella. Container transit Jebel Ali to Barcelona generally runs 16 to 20 days, often with a Mediterranean transhipment, after which the road leg is added. For tighter moves, air freight goes DXB to Barcelona and up by road, or DXB to Toulouse on the French side and down through the Envalira pass. Toulouse can suit the northern parishes; Barcelona is the workhorse for most of the country. We choose the gateway by what you are sending, when you need it and the time of year.

The Duana Andorrana, IGI and a full non-EU import

Andorra is not in the European Union and not in its customs union, so goods do not simply move there as an internal EU transfer. They cross Spain under EU transit procedures and are then formally imported into Andorra through the Duana Andorrana with a complete declaration. Instead of EU VAT, Andorra levies its own consumption tax, the IGI, at a low headline rate of around four and a half per cent. For a household move the working basis is transfer-of-residence relief: used personal effects owned six months or more, brought in by someone establishing residence in the country, supported by a valued inventory and proof of the residence permit. New goods in retail packaging, commercial stock and items bought specifically for the move sit outside that relief and are assessed on their own footing. We prepare both the Spanish transit and the Andorran import, so neither stage is improvised at the border.

Residency timing and why it drives the move

The reason most of this traffic exists is Andorra’s residency regime. Active residency suits people running a business from the country and generally requires a registered company and a deposit lodged with the Andorran authorities; passive residency suits those not working locally and rests on a qualifying investment and a larger deposit. Either way, the permit is what unlocks transfer-of-residence relief, and the permit takes time. We sequence the shipment so the container is not sitting at the Duana waiting on a document that has not been issued yet — in practice that often means the survey and paperwork start while the permit is still in train, and the sailing is timed to land after it is confirmed.

Mountain access and winter timing

The final climb is a genuine logistical point, not a formality. The roads up from Barcelona and down from the Toulouse side cross high ground, and in winter that means snow, chain requirements and the occasional pass closure. A large furniture vehicle has less margin than a car. We plan delivery windows around the season, carry chains where needed, and on the heaviest moves into the higher parishes will stage the load and shuttle it the last stretch rather than force one oversized run in poor conditions.

Pets, restricted items and what does not ship

Pets travelling this route clear into the EU at the Spanish or French entry point before continuing to Andorra: an ISO microchip, a valid rabies vaccination given far enough ahead of travel, and a health certificate from an official UAE vet within the required window. We hand off to a specialist pet agent at Barcelona or Toulouse. As for goods, firearms and certain weapons are tightly controlled, alcohol and tobacco above personal allowances are dutiable, plants need phytosanitary clearance, and new boxed electronics are read as commercial rather than personal effects.
