Moving to the Netherlands

A container booked out of Jebel Ali for Rotterdam leaves on a fixed weekly rotation, calls Salalah, transits Suez and berths at the Europoort terminals roughly eighteen to twenty-two days later. From the quay it is a short road leg to Amsterdam, The Hague, Utrecht or Eindhoven. Most of the people we move here head for one of three places: the Zuidas finance district and tech employers around Amsterdam, the Brainport cluster at Eindhoven where ASML and Philips sit, or a family town within reach of one of those two. A good share arrive on the 30% ruling, which puts a hard start date on the calendar and tightens everything behind it.

That start-date pressure is the defining feature of moving to the Netherlands from Dubai, and it is why the planning matters more than the freight. We have run this corridor out of Dubai, Abu Dhabi and Sharjah for 22 years — 1,213 moves and counting — and the recurring brief is the same: a professional with a signed Dutch contract, an apartment not quite confirmed, and a customs file that has to be right before the box can clear. Set up correctly, with verhuisboedel relief lodged in advance and the BSN sequence understood, it is one of the cleaner moves in Europe.

1. Survey and brief

   A UAE survey or video walk-through, volume measured in cubic metres, anything that changes customs treatment flagged early. Sea and air options come back priced against your Dutch start date and, where it applies, the 30% ruling window.

2. Documentation before the box sails

   The verhuisboedel file is built with the inventory, residence evidence, employment contract and UAE deregistration proof. EORI confirmed for any commercial line, ICS2 advance data lodged, BSN flagged where a bonded release will ask for it.

3. Export pack and dispatch

   Export-standard packing from Dubai, Abu Dhabi or Sharjah, full inventory, ISPM-15 timber where needed. Booked onto a Rotterdam or Amsterdam rotation, or air from DXB to AMS, EIN or RTM when the date will not wait for sea.

4. Clearance and delivery

Rotterdam, Amsterdam and air

Rotterdam is the default for sea. The Europoort terminals carry the widest vessel frequency from Jebel Ali, the deep-water berths take the larger rotations, and landside clearance and haulage are quick because the port is built around fast container turnaround. Amsterdam takes a share of household traffic and suits a delivery north of the city, but for most UAE moves Rotterdam wins on frequency and routing. When the start date will not allow eighteen to twenty-two days at sea, air freight from DXB reaches Schiphol, Eindhoven or Rotterdam in hours and clears within a working day — the split we run often for 30%-ruling arrivals.

The Douane, verhuisboedel relief and the BSN sequence

Dutch Customs — the Belastingdienst Douane — processes import declarations through the ATLAS framework. For UAE-origin household goods the working basis is verhuisboedel, the removal-goods relief that exempts personal effects from duty and the 21% import BTW where the items have been owned and used six months or more, the importer has been living outside the EU, and a primary residence is being established in the Netherlands. The file we build carries the inventory, residence and employment evidence, UAE deregistration proof and a signed declaration; new boxed white goods, commercial stock and certain vehicle situations fall outside the relief. The BSN matters here too. Any resident staying more than four months registers with the local gemeente within five working days of arrival, and that registration produces the Burgerservicenummer that banking, the zorgverzekering, payroll and a phone contract run on. Some bonded releases want it on file before the goods are released, so we tie the customs timeline to the registration one — housing first, gemeente, BSN, then release.

The 30% ruling and tight start dates

A large share of the professionals we move arrive on the 30% ruling. It is a payroll matter for the employer and the Belastingdienst, not something we touch, but it almost always comes with a fixed first day of work, and that is squarely our problem. The answer is usually a priority air consignment of what is needed to start work, with a sea container following to Rotterdam for the rest — the start date held without airfreighting an entire home.

Vehicles, pets, restrictions and pricing

A used UAE car can come, but it routes through the RDW for inspection and Dutch registration, with BPM vehicle tax unless the verhuisboedel exemption is granted on the car. Pets travel under NVWA rules: an ISO microchip, a valid rabies vaccination the required number of days before travel, and an EU health certificate from an official UAE vet within the permitted window. Some things do not ship or need their own paperwork — firearms need the right Dutch permit, regulated knives cannot travel, plants need phytosanitary certificates, and alcohol beyond personal use is a dutiable commercial import. On cost, the country sorts by sector — Amsterdam and the Zuidas for finance and tech, Eindhoven and Brainport for semiconductors with ASML and Philips at the centre, Rotterdam for petrochemicals and port logistics, The Hague for the institutions, Wageningen for agri-tech. Pricing builds from volume, route, freight mode, customs treatment and access — a fourth-floor canal-house flat is a different job from a house with a driveway — and every quote itemises freight, customs, haulage, packing and insurance.
