ToR1 secured before you sail

Transfer of Residence relief has to be granted before goods land, or the VAT and duty saving is at risk. We lodge it with HMRC and time the freight so your reference is issued before the vessel reaches Felixstowe.

CDS declarations right first time

HMRC retired CHIEF and moved import declarations onto the Customs Declaration Service. A mismatch between inventory and declared value holds the container, so our UK agents pre-validate the CDS entry first.

  1. Survey and brief

    A home survey across Dubai, Abu Dhabi or Sharjah, or a video walk-through, with volume measured in cubic metres and anything that changes customs treatment flagged early. Sea and air options come back priced.

  2. Documentation before sail

    The ToR1 goes to HMRC with proof of UK address, evidence of six months’ ownership and use, and a full packing inventory. Commercial flows get an EORI number and HS-coded invoices.

  3. Export pack and dispatch

    Export-standard packing from your UAE address, ISPM-15 timber for any crating, then a booked rotation to Felixstowe, Southampton or London Gateway, or air from DXB to Heathrow, Stansted or East Midlands.

  4. Clearance and delivery

    CDS entry lodged with your ToR reference, the container devanned and trucked to your door anywhere in the UK, then a crew that unpacks, reassembles the larger pieces and clears the debris.

Sea ports, air routes and modes

Most shipments travel by sea from Jebel Ali. Felixstowe, Britain’s largest container port, has the widest sailing frequency from the Gulf and is the default for London, the South East and the Midlands; Southampton suits the South and West; London Gateway gives fast access into the capital; and Tilbury handles conventional and project cargo. Jebel Ali to Felixstowe runs roughly 24 to 28 days quay to quay, plus a few days for devanning and clearance, then one to two days of road delivery. Air is the faster alternative — four to six days from Dubai to Heathrow, Stansted or East Midlands — but priced for urgency, so the choice is sea for volume or air for speed.

HMRC, the Customs Declaration Service and ToR1

UK import declarations now run on the Customs Declaration Service, which replaced the long-serving CHIEF system, and the entry data must match the paperwork. For personal effects the relief that matters is Transfer of Residence, on form ToR1, granted by HMRC before the goods arrive. Its unique reference number lets used belongings enter free of import VAT and duty for residents moving back after twelve months abroad, provided the goods have been owned six months or more. It has to be lodged before the shipment lands, so we file it at the documentation stage, not the dockside.

Restricted goods, pets and vehicles

Some categories sit outside a normal household clearance, and we flag them at the survey rather than the border. New goods bought in the run-up to the move, and alcohol and tobacco above personal allowances, attract duty and VAT. Firearms and certain bladed articles are prohibited or need specific authority, plants or untreated wood can trigger phytosanitary checks, and commercial stock is declared on its own invoice. Pets move under DEFRA rules — an ISO-standard microchip, a rabies vaccination given after the chip, and a Great Britain health certificate from an official UAE vet — usually flying into Heathrow for checks at the Animal Reception Centre via an IPATA-registered shipper. A UAE car needs an Individual Vehicle Approval test, DVLA registration and an MOT, with headlight beam pattern, speedometer units and emissions the common checkpoints.

What drives the cost

Every quote itemises its levers: volume in cubic metres, any sea-to-air split, custom crates, port handling at Jebel Ali, UK terminal handling, and onward road delivery, which rises with distance from the port — lowest into London, higher to the North, Edinburgh and Belfast. We do not quote a flat rate sight unseen.

What is ToR1 and what paperwork does it need?

ToR1 is the Transfer of Residence application that grants relief from import VAT and duty on used household goods. It needs proof of a UK address, evidence of six months’ ownership and use, and a packing inventory, which we prepare and submit to HMRC before the shipment arrives.

Will I have to pay customs duty on my belongings?

Used personal effects under an approved ToR application enter free of import VAT and duty. Duty and VAT apply to new goods, alcohol and tobacco above allowances, and commercial stock, separated at the survey.

Every move is offered with All-Risk transit insurance against the values you declare. Cover is based on declared replacement value; high-value items such as art, jewellery and watches need itemising to be fully covered; and a claim has a defined window from delivery.

What cannot be shipped?

Firearms and certain bladed articles are prohibited or need specific authority, plants and untreated timber can trigger phytosanitary checks, and large quantities of alcohol or tobacco are dutiable, as are boxed electronics.

How long does the whole move take?
