Once the container reaches Valencia or Barcelona, the Spanish side begins: clearance with the Agencia Estatal de Administración Tributaria (AEAT) under the EU Customs Code, the question of 21% IVA import VAT, and the transfer-of-residence relief that — correctly claimed — exempts used personal effects owned for at least twelve months from both import duty and IVA.
