Pets & Vehicle Relocation to Portugal

The answers are yes to both, with conditions. Both require planning that begins at the India end, and both become considerably more difficult when left to the final weeks before the move. Relocating your pet from India to Portugal

Portugal applies EU pet-entry rules under Regulation (EU) 576/2013. For animals travelling from India — treated as a non-EU, non-listed third country for rabies purposes — the entry requirements are detailed and the sequence is fixed. The animal must first be implanted with an ISO 11784/11785-compliant microchip; the rabies vaccination must follow the microchip, because any vaccination given earlier is invalid for EU entry; a rabies antibody titration test must then be carried out at an EU-approved laboratory on a blood sample drawn at least 30 days after the vaccination, and it must show an antibody level of at least 0.5 IU/ml; and a waiting period of three months must elapse from the date that blood sample was taken before the animal may enter the EU.

Once those steps are complete, an EU animal health certificate must be issued by an official veterinary authority in India within ten days of the travel date. The certificate is pre-notified to the Portuguese authorities through the EU’s TRACES NT system, and the animal must enter the EU through a designated Travellers’ Point of Entry — in practice Lisbon (LIS) or Porto (OPO) for most India-origin pets. None of these steps can be reordered or compressed.

India adds its own export requirements. The Animal Quarantine and Certification Service (AQCS) issues the Indian export health certificate; a No Objection Certificate from the Wildlife Crime Control Bureau is required for certain species and for any CITES-listed animal. The pet must be examined by an authorised veterinary officer and its microchip details verified before the certificate is issued. These India-side steps run in parallel with the EU entry preparation, and both must be complete before the animal travels.

Shipping a vehicle from India to Portugal

Moving a car or motorcycle from India to Portugal involves Indian export documentation — the RC book, an NOC from the RTO, the AD code and an ICEGATE shipping bill for the vehicle — sea freight from Nhava Sheva or Mundra to Lisbon, Leixões or Setúbal, and a Portuguese registration process that, for a non-EU vehicle, centres on a homologation and inspection step. The vehicle must be presented for inspeção at an approved centre and assessed against Portuguese and EU type-approval standards covering lighting, emissions, brakes, glazing, mirrors and structural items. Modifications are sometimes required before approval is granted, and the inspection outcome determines whether the vehicle can be registered at all.

On the customs side, the transfer-of-residence relief is the principal route to avoid the EU import duty and 23% IVA VAT that otherwise apply to a non-EU vehicle import. It is available where the vehicle has been owned and used at the India address for a qualifying period before the move, where the owner is genuinely transferring their main residence to Portugal, and where the vehicle is retained for a defined period after import. Once homologation and inspection are passed, the vehicle is registered with the IMT (Instituto da Mobilidade e dos Transportes), Portuguese number plates are issued, and the annual circulation tax (Imposto Único de Circulação) is set up. Note that the imposto sobre veículos vehicle tax and the eligibility tests for relief can be intricate, so the case should be assessed before the vehicle is shipped.
