Moving to Portugal

Commercial Cargo & Freight to Portugal

India–Portugal commercial freight spans a broad mix of sectors: pharmaceutical and chemical exports from Gujarat, engineering goods and machined components from the western and southern industrial belts, textiles and apparel from Tirupur, Surat and Ahmedabad, and food, spices and agricultural products that have a long-standing market in Portugal. What these consignments share is a dual customs environment. At the India end, that means ICEGATE export clearance with a shipping bill, AD code registration and the right GST treatment — an LUT for zero-rated export, or the refund route where appropriate. At the Portugal end, it means an EU import declaration to the Autoridade Tributária e Aduaneira, EORI registration, the EU Common Customs Tariff, 23% IVA import VAT and HS code scrutiny. Both have to be accurate, and crucially they have to be consistent with each other. Seemleius commercial cargo and freight on this corridor is built around that requirement.

The India–Portugal sea freight corridor

The primary freight route from India to Portugal is sea. Container vessels load at Nhava Sheva (JNPT) and Mundra in western India, and at Chennai Port and Cochin in the south, and reach Portugal’s Atlantic gateways: the Port of Lisbon, Leixões near Porto, and Sines — the deep-water hub south of Lisbon that handles the largest container vessels and significant transhipment volumes. Most India-origin services tranship at a Mediterranean or Northern European hub rather than calling directly, so realistic port-to-port transit is typically in the range of 26 to 38 days depending on routing and intermediate calls. From the discharge port, onward road delivery reaches commercial addresses across mainland Portugal, and feeder services connect Madeira and the Azores.

Air freight from Mumbai (BOM), Delhi (DEL), Bengaluru (BLR) or Chennai (MAA) into Lisbon (LIS) or Porto (OPO) covers cargo that cannot wait on a sea voyage — high-value pharmaceutical APIs, parts on a production-stop trigger, urgent replacement components and time-sensitive commercial samples. Because there is no direct India–Portugal air service, freight routes through a European or Gulf hub. We work with you to determine the right mode for each consignment, and we are honest about the cost differential between air and sea.

Indian export documentation

ICEGATE shipping bill, AD code registration, commercial invoice, packing list, certificate of origin and, where relevant, RoDTEP (Remission of Duties and Taxes on Exported Products) and drawback claim handling — so the cargo leaves India with clean paperwork and the right export-incentive position.

Sea freight from Nhava Sheva or Chennai

Full containers and consolidated groupage loads from India’s principal west and south coast ports into Lisbon, Leixões or Sines — typically 26 to 38 days port to port, with realistic ETAs we will not optimistically shorten.

Portuguese import clearance

EORI verification, the EU import declaration to the Autoridade Tributária e Aduaneira, HS code classification and 23% IVA VAT treatment confirmed before arrival — because Portuguese customs will hold cargo when paperwork is incomplete or inconsistent.

Onward delivery and bonded storage

Road delivery from the discharge port to any Portuguese commercial address, T1 and T2 EU transit document handling, and bonded warehouse options at Lisbon or Sines where duty deferral or pre-customs staging benefits the cash flow.

Why the HS code and origin treatment at the India end matters

The HS code recorded against your cargo in the Indian shipping bill drives the duty treatment it receives on arrival in Portugal. A misclassification on the export documentation creates a discrepancy at the EU import stage that can mean inspection, delay, back-duty and a compliance mark against your EORI. We confirm the classification before the shipping bill is filed — not after the cargo is sitting at Sines or Leixões. The same discipline applies to origin: the India–EU Free Trade Agreement remains under negotiation, so the rules of origin and the preference schemes that currently shape duty outcomes for Indian exporters need to be assessed accurately, and the origin declaration prepared to match. Getting it right at the India end protects the landed-cost figure your finance team has priced into the contract.

Indian export sectors we work with regularly

  • Pharmaceuticals and active pharmaceutical ingredients (APIs) — a major Indian export to the EU, handled with the temperature control, documentation and regulatory rigour the European market demands
  • Engineering goods and industrial components — from Pune, Chennai and the western industrial clusters, serving Portuguese manufacturers and distributors
  • Textiles, garments and home furnishings — from Tirupur, Surat and Ahmedabad, coordinated with Portuguese importers and e-commerce fulfilment operations
  • Food products, spices, tea and agricultural goods — with the labelling, phytosanitary and EU food-safety documentation the route requires
  • Chemical and dyestuff exports from Gujarat — with the hazardous-goods (IMDG/ADR) classification, MSDS handling and documentation that dangerous cargo demands
  • Project cargo and exhibition material — including ATA carnet handling for temporary exports to Portuguese trade fairs and events in Lisbon and Porto

How a commercial shipment runs

  1. Brief us. Cargo description, HS code if known, value, weight and dimensions, origin in India, applicable GST/LUT treatment, RoDTEP eligibility, and the required arrival date in Portugal.
  2. Quote and route. A clear freight quote with mode, realistic transit time, and the Indian export and Portuguese import documentation treatment explained — including any T1/T2 transit or bonded warehouse staging where it works in your favour.
  3. Document and book. ICEGATE shipping bill and export paperwork filed; the EU import declaration prepared; EORI verified; space booked and cargo collected from the India origin.
  4. Monitor and clear. Your coordinator tracks the shipment through transit and the Lisbon, Leixões or Sines port process, manages clearance with the Autoridade Tributária e Aduaneira, and confirms delivery at the Portuguese destination.

From a single consignment of pharmaceutical APIs to a recurring programme of engineering components, the documentation rigour is identical — and it is the same discipline behind every move described on our moving to Portugal guide. Request a freight quote and we will confirm the right approach for your cargo, your timeline and your compliance requirements.

Common questions about this move

Anything specific to your situation? A specialist for this corridor is happy to help.

Contact us
How long does a move to Portugal take?

Transit time depends on the freight mode and the volume. Your coordinator gives you a realistic window when quoting — sea freight is slower and more economical, air freight is faster for time-sensitive moves.

Do you handle customs at both ends?

Yes. Export and import documentation is prepared and submitted on your behalf, and clearance is coordinated at both origin and destination.

Is my shipment insured in transit?

Transit insurance is available on every corridor. Your coordinator explains the cover options when quoting so you can choose what suits the shipment.

How far ahead should I book?

Two to four weeks is comfortable for most international moves, but we regularly handle urgent relocations. The earlier you reach out, the more flexibility you have on dates and freight space.

Will I have one point of contact?

Always — a dedicated coordinator owns your move from first quote to final delivery, including the customs and freight handovers in between.
