Family pets travel under the Department of Veterinary Services (DVS) framework with peninsular Malaysia’s rabies-free zone protocols in force; vehicles run through the Road Transport Department (JPJ) under the Approved Permit (AP) regime, with Malaysia’s right-hand-drive standard matching India’s. Pets: the Malaysian framework

Peninsular Malaysia is classified as a rabies-free zone, which means India-origin dogs and cats need to demonstrate rabies-antibody competence before travel. The DVS framework requires an ISO-standard microchip implanted before the first rabies vaccination; current rabies vaccination history; and a Rabies Neutralising Antibody Titre Test (RNATT) at a NABL-accredited Indian laboratory or an OIE-recognised reference laboratory, with the titre level meeting the DVS threshold and the result dated within the validity window. The DVS import permit must be applied for and approved before the pet travels, and the entry point is usually KLIA — the Animal Quarantine Station handles inspection on arrival. Quarantine duration depends on the rabies-status documentation; a complete file with a valid RNATT typically clears within the shortest framework, while gaps in documentation extend the holding period.

Vehicles: the JPJ and AP regime

Malaysia is right-hand drive — matching India — which removes the conversion barrier that affects moves to LHD jurisdictions. Vehicle import is administered by JPJ (Jabatan Pengangkutan Jalan) and controlled through the Approved Permit (AP) system, which sits under the Ministry of Investment, Trade and Industry. New and used vehicles are subject to AP availability; the AP regime tightly controls import volumes and is the binding constraint on most vehicle moves. Classic vehicles older than twenty-five years sit on a different framework with an easier import path. The Indian export side requires the Type Approval Certificate (TAC) or equivalent registration documentation, the RC book, NOC from the Indian RTO of registration, and the Shipping Bill filed on ICEGATE against the vehicle’s chassis and engine numbers.

Indian export and Malaysian entry for vehicles

For vehicles, the Indian export packet includes the original RC, NOC from the issuing RTO, Type Approval Certificate or equivalent, valuation, insurance, and the Shipping Bill linked to AD code. The vehicle is roll-on / roll-off (RoRo) or container-shipped from Nhava Sheva or Chennai to Port Klang depending on the consignment. The Malaysian entry runs through RMCD with JPJ registration following clearance — import duty, excise and SST applied per the vehicle category; the AP must be in hand before clearance proceeds. Classic vehicles older than twenty-five years follow the heritage-vehicle framework with reduced duty exposure. 4. Arrival, clearance and delivery. Animal Quarantine Station inspection and onward delivery for pets; RMCD clearance, SST settlement and JPJ registration for vehicles, with delivery to your Malaysian address on completion.
