The Employment Pass tiers

Malaysia’s Employment Pass (EP) system runs in three tiers, set by gross monthly salary band and intended duration. EP Category I sits at the senior end, with a five-year maximum and broad dependent-pass eligibility; EP Category II sits at the mid-band with a two-year renewable period; EP Category III sits at the entry technical-skills level with a twelve-month renewable framework and tighter dependent-pass conditions. The category drives almost everything else — visa lead time, dependent-pass eligibility for spouse and children, the i-Kad issuance, and the transfer-of-residence treatment at Port Klang. We confirm the EP tier with the HR sponsor before we plan the household shipment, because the documentation packet differs.

What an EP relocation usually contains

The principal’s household

Personal effects, kitchen contents, books, electronics within the SST framework, and the items the employee actually expects to live with for the duration of the posting.

Spouse and dependent items

Children’s rooms, school-uniform allocation, sports kit, musical instruments — documented carefully where individual valuations matter.

Air-freight advance

A small pallet from BOM or DEL into KLIA carrying clothes, kitchen basics and a few weeks of children’s essentials — sized to bridge the gap until the sea container arrives.

Schools, dependents and the i-Kad

For EP Category I and II principals with dependent passes, school placement is usually the binding constraint on the move calendar. MM2H has been restructured with higher financial thresholds in recent revisions and now carries a more conservative profile; it is not interchangeable with an EP, but for the right candidate it can provide continuity once the working posting ends. We treat MM2H as a separate documentation framework and prepare the Borang K8 transfer-of-residence declaration to match the residency category in force at the time the shipment lands.

Indian export and Malaysian entry

The Indian export runs through ICEGATE with a Shipping Bill for personal effects, AD code registered against the gateway port, and FEMA-compliant Form A2 documentation where personal funds remittance accompanies the move. The Malaysian entry runs through RMCD uCustoms with Borang K8 matched to the EP category; the SST framework (six per cent Sales Tax, eight per cent Service Tax) applies on non-exempt and new items. We document the inventory so that used personal effects qualify cleanly under the transfer-of-residence treatment.
