Pets & Vehicle Relocation to Latvia

Both require planning that starts at the India end, and both become significantly more complicated when left until the final weeks before the move. Relocating your pet from India to Latvia

Latvia applies the EU pet entry rules under Regulation (EU) 576/2013. For animals travelling from India — a non-EU country that is not on the EU’s listed-country roster for rabies purposes — the entry requirements are detailed and the sequence is fixed. The animal must first be implanted with an ISO 11784/11785-compliant microchip; the rabies vaccination must follow the microchip, because any vaccination given before the chip is invalid for EU entry; a rabies antibody titration test must be carried out at an EU-approved laboratory at least 30 days after the rabies vaccination and must show an antibody level of at least 0.5 IU/ml; and a three-month waiting period must elapse from the date the blood sample for that test was drawn before the animal can enter the EU.

Once those steps are complete, the EU animal health certificate must be issued by an official Indian veterinary authority within ten days of the travel date. The certificate is pre-notified to the Latvian authorities through the EU’s TRACES system, and the animal must enter the EU through a designated traveller’s point of entry. For pets travelling from India to Latvia this is in practice Riga International Airport (RIX), or another EU entry airport where the routing connects through a European hub. None of these steps can be reordered or compressed.

India adds its own export requirements. The Animal Quarantine and Certification Service (AQCS) issues the Indian export health certificate; a No Objection Certificate from the Wildlife Crime Control Bureau is required for certain species and for any CITES-listed animal. The pet must be examined by an authorised veterinary officer and its microchip details verified before the certificate is issued. These India-side steps run in parallel with the EU entry preparation and must both be complete before the animal travels.

Shipping a vehicle from India to Latvia

Moving a car or motorcycle from India to Latvia involves Indian export documentation (the RC book, a No Objection Certificate from the RTO, the AD code and an ICEGATE shipping bill for the vehicle), sea freight from Nhava Sheva or Mundra to the Port of Riga, and a Latvian registration process that — for a vehicle imported from a non-EU country — centres on a technical conformity assessment. Because an Indian-specification vehicle does not carry EU type approval, it must be inspected to confirm that it meets EU and Latvian roadworthiness and conformity standards before it can be registered; the inspection covers lighting, emissions, brakes, glazing, mirrors and structural items, and modifications are often required before approval is granted.

On the customs side, the EU transfer-of-residence relief is the principal route to avoid the EU import duty and import VAT that otherwise apply to a vehicle imported from outside the Union. The relief is available where the vehicle has been owned and used at the India address for at least twelve months before the move and remains in your ownership for a defined period after import. Once the technical inspection is passed, the vehicle is registered with the Road Traffic Safety Directorate (Ceļu satiksmes drošības direkcija, the CSDD), the annual vehicle tax is set up, and the vehicle becomes eligible for the periodic roadworthiness testing that Latvia, like all EU states, requires.
