Pets & Vehicle Relocation to Croatia

The answers are yes to both, with conditions. Each requires planning that begins at the India end, and each becomes far harder when left to the final weeks before departure. Relocating your pet from India to Croatia

As an EU member state, Croatia applies the EU’s pet entry rules under Regulation (EU) 576/2013. For an animal travelling from India — a non-EU country that is not on the EU’s listed-country roster for rabies purposes — the requirements are detailed and the order is fixed. The animal must first be implanted with an ISO 11784/11785-compliant microchip; the rabies vaccination must follow the microchip, since any vaccination given before the chip is invalid for EU entry; a rabies antibody titration test must then be carried out at an EU-approved laboratory, on a blood sample taken at least 30 days after the vaccination, and must show an antibody level of at least 0.5 IU/ml; and a three-month waiting period must elapse from the date that blood sample was drawn before the animal may enter the EU.

Once those steps are complete, an EU animal health certificate must be issued by an official Indian veterinary authority within ten days of travel. The certificate is pre-notified to the destination authorities through the EU’s electronic system, and the animal must enter the EU through a designated travellers’ point of entry. With no direct India–Croatia air service, most pets route via a European hub before the final leg into Zagreb, and the point-of-entry formalities are completed where the animal first lands in the EU. None of these steps can be reordered or compressed.

India adds its own export requirements. The Animal Quarantine and Certification Service issues the Indian export health certificate; a No Objection Certificate from the Wildlife Crime Control Bureau is needed for certain species and for any CITES-listed animal. The pet must be examined by an authorised veterinary officer and its microchip verified before the certificate is issued. These India-side steps run in parallel with the EU entry preparation, and both must be complete before the animal travels.

Moving a car or motorcycle from India to Croatia involves Indian export documentation — the registration certificate, a No Objection Certificate from the RTO, the AD code and an ICEGATE shipping bill for the vehicle — followed by sea freight from Nhava Sheva or Mundra to Rijeka, and a Croatian process that, for a non-EU vehicle, centres on a technical inspection. The vehicle must pass a roadworthiness and conformity inspection at an authorised Croatian station, which checks whether the Indian-specification car meets EU and Croatian standards for lighting, emissions, brakes, glazing, mirrors and structural items. Modifications are often needed before approval, and the inspection result determines whether the vehicle can be registered at all.

On the customs side, transfer-of-residence relief is the principal route to avoid the EU import duty and the import VAT that would otherwise apply to a non-EU vehicle — available where the vehicle has been owned and used at the India address for at least twelve months before the move and is kept in your ownership for a defined period after import. Once the inspection is passed, the vehicle is registered with the local police administration, the annual road charges are set up, and Croatian plates are issued. Croatia does not operate the city low-emission-zone sticker schemes found in some EU states, but the registration and roadworthiness steps must still be complete before the car is driven.
