NAV, EORI and where the cargo clears
Hungarian customs is run by the National Tax and Customs Administration — NAV — and every commercial importer needs an EORI number, the Economic Operators Registration and Identification reference recognised across the EU, registered before cargo can clear in its name. The point of clearance is a genuine planning choice on a landlocked route. Cargo can be cleared into free circulation at the port of arrival — Hamburg, Koper or Rijeka — or moved under customs transit and cleared inland once it reaches Hungary. Each approach changes where the import VAT is accounted for and when duty falls due, so we set it out clearly before booking.
Hungarian standard import VAT is 27% — among the highest rates in the EU — applied on top of any customs duty, and recoverable by VAT-registered businesses through the normal return. Goods of preferential UAE origin can clear free of duty under the applicable trade arrangement when a valid EUR.1 movement certificate accompanies the shipment, which we arrange with the UAE exporter where it applies.
