India is classified as a Category C (non-approved) country under New Zealand’s animal import framework. This classification has a direct and significant consequence: cats and dogs originating from India cannot enter New Zealand directly. They must first complete a residency period in an approved Category B country before they are eligible to enter New Zealand. The most practical approved intermediate country for India-origin pets is typically Australia, though other approved countries may be used. From the intermediate country, the animal then enters New Zealand and undergoes a mandatory period in government-managed quarantine.

The total minimum timeline from beginning the preparation process in India to the pet completing New Zealand quarantine is typically six months or longer. The individual steps are not compressible — the titre test waiting periods, the intermediate country residency and the quarantine duration are set by MPI regulation. The key elements of the process include:

• Microchipping to ISO 11784/11785 standard, completed before all other steps
• Rabies primary vaccination course, followed by a booster if required
• Rabies Virus Neutralising Antibody (RVNA) titre blood test with a minimum acceptable result, followed by a mandatory waiting period (typically 180 days) before travel to New Zealand is permitted
• Residency period in the approved intermediate country — duration and requirements depend on the specific country rules
• Pre-travel parasite treatment within a defined window before departure from the intermediate country
• New Zealand-format health certificate issued by an accredited veterinarian in the intermediate country within the required pre-travel window
• Mandatory post-arrival quarantine at MPI-approved facilities in New Zealand (minimum 10 days from an approved country, potentially longer depending on the full compliance record)
