Pets & Vehicle Relocation to Malta

Relocating your pet from India to Malta

Malta applies EU pet entry rules under Regulation (EU) 576/2013. For animals travelling from India — a non-EU, non-listed third country for rabies purposes — the entry requirements are detailed and the sequence is fixed. The animal must first be implanted with an ISO 11784/11785-compliant microchip; the rabies vaccination must follow the microchip, because any vaccination given before the chip is invalid for EU entry; a FAVN (Fluorescent Antibody Virus Neutralisation) rabies titre test must be carried out at an EU-approved laboratory at least 30 days after the rabies vaccination and must show an antibody level of at least 0.5 IU/ml; and a three-month waiting period must elapse from the date the blood sample for the titre test was drawn before the animal can enter the EU.

Once those steps are complete, the EU Animal Health Certificate must be issued by an official Indian veterinary authority within ten days of the travel date. The certificate is pre-notified to the Maltese authorities through TRACES NT, the EU’s electronic certification platform, and the animal must enter through a designated Travellers’ Point of Entry — Malta International Airport (MLA) being the natural arrival point for Indian-origin pets. On arrival, Malta’s Veterinary and Phytosanitary Regulation Department oversees the entry check. None of these steps can be reordered or compressed.

India adds its own export requirements. The Animal Quarantine and Certification Service (AQCS) issues the Indian export health certificate; a No Objection Certificate (NOC) from the Wildlife Crime Control Bureau (WCCB) is required for certain species and for any CITES-listed animal. The pet must be examined by an authorised veterinary officer and the microchip details verified before the certificate is issued. These India-side steps run in parallel with the EU entry preparation and both must be complete before the animal travels.

Shipping a vehicle from India to Malta

Moving a car or motorcycle from India to Malta involves Indian export documentation — the RC book, a No Objection Certificate from the RTO, the AD code and an ICEGATE shipping bill for the vehicle — sea freight from Nhava Sheva or Mundra transhipped to Malta, and a Maltese registration process. Malta drives on the left, which makes a right-hand-drive Indian vehicle mechanically well suited to the islands, but the vehicle must still meet EU and Maltese roadworthiness standards. Transport Malta administers vehicle registration, and an imported vehicle must pass a VRT roadworthiness test and a registration assessment before it can be plated and used. The technical inspection covers lighting, emissions, brakes, glazing and structural condition; modifications are sometimes required before the vehicle passes.

On the customs side, EU transfer-of-residence relief is the principal route to avoid the import duty and VAT that otherwise apply to a non-EU vehicle import. The relief is generally available where the vehicle has been owned and used at the India address for a qualifying period before the move and remains in your ownership for a period after import — we confirm the current eligibility conditions for your circumstances before the vehicle ships. Once the relief position is settled, the technical inspection passed and Transport Malta’s registration completed, annual road tax is set up and the vehicle is plated for use across Malta and Gozo.
