The answers are yes to both, with specific conditions attached. Each requires planning that begins at the India end, and each becomes considerably harder when left to the final weeks before departure. Relocating your pet from India to Finland

Finland applies EU pet entry rules under Regulation (EU) 576/2013. For animals travelling from India — a non-EU country that is not on the EU’s listed-third-country schedule for rabies purposes — the requirements are detailed and the sequence is fixed. The animal must first be implanted with an ISO 11784/11785-compliant microchip; the rabies vaccination must follow the microchip, because any vaccination given before the chip is invalid for EU entry; a rabies antibody titration test must then be carried out at an EU-approved laboratory at least 30 days after the vaccination and must show an antibody level of at least 0.5 IU/ml; and a three-month waiting period must elapse from the date the blood sample was drawn before the animal may enter the EU.

Once those steps are complete, an EU animal health certificate must be issued by an official Indian veterinary authority within ten days of travel. The certificate is pre-notified to the destination authorities, and the animal must enter the EU through a designated travellers’ point of entry — in practice Helsinki (HEL) for most pets travelling on this corridor. Finland additionally requires treatment against the Echinococcus multilocularis tapeworm, administered and documented by a veterinarian within a defined window before entry — a requirement Finland maintains as one of the EU countries with specific protected status. None of these steps can be reordered or compressed.

India adds its own export requirements. The Animal Quarantine and Certification Service (AQCS) issues the Indian export health certificate; a No Objection Certificate from the Wildlife Crime Control Bureau is required for certain species and for any CITES-listed animal. The pet must be examined by an authorised veterinary officer and the microchip details verified before the certificate is issued. These India-side steps run in parallel with the EU entry preparation, and both must be complete before the animal travels.

Shipping a vehicle from India to Finland

Moving a car or motorcycle from India to Finland involves Indian export documentation (RC book, a No Objection Certificate from the RTO, AD code and an ICEGATE shipping bill for the vehicle), sea freight from Nhava Sheva or Mundra into Vuosaari Harbour or HaminaKotka, and a Finnish registration process that, for a vehicle without EU type-approval, centres on an individual roadworthiness and conformity inspection. That inspection assesses whether the Indian-specification vehicle meets Finnish and EU technical requirements — covering lighting, emissions, brakes, glazing, mirrors and structural items — and modifications are often needed before approval is granted. The inspection result determines whether the vehicle can be registered at all.

On the customs side, the EU transfer-of-residence relief is the principal route to avoid the EU import duty and import VAT that otherwise apply to a vehicle imported from outside the EU. The relief is available where the vehicle has been owned and used at the India address for at least twelve months before the move and remains in your ownership for a defined period after import. Once the inspection is passed, the vehicle is registered with Traficom (the Finnish Transport and Communications Agency), and car tax (autovero) and the annual vehicle tax are set up. Finland does not operate a low-emission-zone sticker scheme of the kind seen elsewhere in Europe, but winter tyre requirements are mandatory during the cold months — a practical point worth planning for from the day the car arrives.
