The US framework is shared across three agencies. USDA APHIS handles the veterinary import endorsement, the CDC handles the rabies and public-health controls on dogs, and CBP processes the actual entry at the airport. The UAE is currently on the CDC’s list of countries where rabies presence drives specific import controls, which means dogs arriving from the UAE need a valid rabies vaccination from a USDA-accredited or equivalently-recognised veterinarian, an ISO-compliant microchip placed before the vaccination, and a CDC Dog Import Form filed in advance. The exact requirements have evolved repeatedly — we work to the rules in force on your travel date and confirm them in writing before you book the flight.

Cats face fewer federal restrictions but still require a USDA-endorsed veterinary health certificate issued close to travel and may face state-level rules at the destination. Hawaii in particular operates its own quarantine programme — either the 5-Day-Or-Less Program with extensive pre-arrival preparation, or a longer quarantine on arrival if pre-arrival requirements were not met. Shipping a vehicle to the USA

Importing a vehicle into the United States involves the EPA (Environmental Protection Agency), DOT (Department of Transportation) and CBP, with state DMVs handling the final registration step. The default position is that a vehicle must conform to Federal Motor Vehicle Safety Standards (FMVSS) and EPA emissions standards as built — meaning it was manufactured for the US market, with the appropriate label affixed. A UAE-spec vehicle generally does not meet this test, and bringing it into compliance is rarely economic.

The most important exemption is the 25-year rule: vehicles aged 25 years or more from the date of manufacture are exempt from FMVSS, and 21 years or more for EPA emissions. This is what makes UAE-resident enthusiasts’ classic-car imports actually viable. Outside of the classic-car path, options include the show-and-display exemption for rare collector vehicles approved by NHTSA, racing-only declarations, and Registered Importer (RI) conversion for select late-model vehicles where an RI exists for that make and model.

State-level registration adds another layer. Sales tax credit on the imported vehicle, title transfer rules, emissions inspection (California CARB, New York, Texas) and physical VIN verification all vary by state. Florida and Texas are commonly the easier registration states; California is the most stringent on emissions.
