CBP requires accurate Harmonized Tariff Schedule (HTS) classification, correct valuation, and clean commercial documentation for every inbound shipment. ISF (Importer Security Filing) — the “10+2” requirement — must be submitted at least 24 hours before vessel loading at the UAE port for sea shipments. A missed or inaccurate ISF attracts a USD 5,000 penalty per violation, regardless of whether the underlying goods are legal and correctly classified.
