Sea freight from Jebel Ali to Constanța, Romania’s major Black Sea port, typically runs in the region of 20 to 30 days depending on routing and any transhipment, and is the cost-effective choice for full household volumes. Air freight from DXB into Bucharest (OTP) is the option when the timeline is tight. From the port or airport, onward road delivery reaches Cluj-Napoca, Timișoara, Iași and Brașov.

Romanian customs — under the national authority, ANAF — operates within the EU customs framework and processes import declarations electronically. It is not an obstructive system when approached correctly, but it does expect the inventory, the declared values and the supporting evidence to align. Transfer of residence relief in Romania

Most arriving residents qualify for the EU transfer-of-residence relief, which exempts used personal household effects from import duty and the standard 19% Romanian VAT. The principle is consistent across the EU: the goods must have been owned and used at the previous residence for a reasonable period before the move — generally at least six months — and the owner must be genuinely transferring their normal residence to Romania. A customs declaration is filed with evidence of the change of residence, such as a residence permit. Foreign nationals settling here need a CNP — the cod numeric personal, the personal numeric code that functions as the national identifier — and a residence registration with the General Inspectorate for Immigration. EU citizens register their residence, while non-EU nationals apply for a residence permit tied to their purpose of stay. The CNP and the residence document unlock the rest — a bank account, a tax record, healthcare enrolment and school registration.
