When UAE families ask what is most complicated about a move to Romania, it is rarely the furniture. The family pet and the car are the two things that generate the most questions — because both are subject to EU entry requirements that are specific, time-bound and not always obvious from the outside. Pet relocation to Romania

Romania applies the European Union’s rules for pet animals entering from a third country, and the UAE is a third country in EU terminology. The requirements are not unreasonable, but they are sequential and time-sensitive: each step must be completed in the correct order, and some steps carry fixed waiting periods that cannot be shortened. Miss a step or get the sequence wrong, and the animal cannot enter at the Romanian border.

The core sequence for a dog or cat travelling from the UAE to Romania is: an ISO-compliant microchip first, a primary rabies vaccination after the chip has been implanted — never before — and then a rabies antibody titration blood test carried out at an EU-approved laboratory at least thirty days after the vaccination. A mandatory three-month wait then applies, counted from the date the qualifying blood sample was taken, before the animal can travel. An EU animal health certificate is issued by an official UAE veterinarian shortly before departure, and the animal must enter Romania through a designated Travellers’ Point of Entry where the documentation is checked.

Once in Romania, owners register their dog with the local authority, and pet ownership is recorded in the national companion-animal identification system, the RECS. Some breeds classed as potentially dangerous are subject to additional ownership conditions under Romanian law. We brief you on the rules that apply where you are settling.

Vehicle shipping to Romania

Shipping a car from the UAE to Romania involves considerably more than the freight. There is UAE export documentation, EU import treatment, Romanian registration, a roadworthiness inspection and an environmental tax position to work through. We handle the logistics chain and make sure the documentation is in order, and we are straightforward about the duty, registration and inspection costs so there are no surprises on arrival.

The treatment of the vehicle at Romanian customs depends on whether it qualifies under the transfer-of-residence relief. A car owned and used by the owner for a sufficient period before the move — in line with the EU rule, generally at least six months — and which the owner will continue to use in Romania can usually be imported under transfer-of-residence relief and exempted from the EU import duty and the 19% Romanian VAT. The vehicle is declared alongside the household goods. Without that relief, duty and VAT are payable on the customs value of the car.

Once cleared, the vehicle goes through the Romanian roadworthiness inspection — the ITP, inspecția tehnică periodică — which confirms it meets technical and safety standards. Vehicles built to UAE specification sometimes need adjustment to lighting or other equipment to pass. The car is then registered with the local vehicle registration authority: registration plates are issued, the compulsory third-party motor insurance, the RCA, is put in place, and the local vehicle and any applicable environmental charges are settled so the car is road-legal.
