When UAE families plan a move to Portugal, the furniture is rarely the part that worries them. The family pet and the car are the two things that generate the most questions — because both cross into the European Union under entry rules that are specific, time-sensitive and not always obvious from Dubai. Pet relocation to Portugal

Portugal applies the European Union’s rules for pets entering from third countries, and the UAE is a third country in EU terminology. The requirements are not unreasonable, but they are sequenced — each step has to be completed in the correct order, and some carry fixed waiting periods that cannot be shortened. Miss a step or reverse the sequence, and the animal cannot be cleared for entry.

The core sequence for a dog or cat travelling from the UAE to Portugal is: an ISO-compliant microchip first, then the primary rabies vaccination after the chip has been implanted (never before), followed by a rabies antibody titration blood test at an EU-approved laboratory taken at least thirty days after vaccination. From the date of that qualifying blood sample, a mandatory three-month wait applies before the animal can enter the EU. An EU animal health certificate is then issued by an official veterinarian in the UAE within ten days of travel, and the animal must arrive in Portugal through a designated Travellers’ Point of Entry where the documentation is checked.

Portuguese rules also require the pet to be registered with the national animal database (SIAC) once resident, and dogs are licensed through the local câmara municipal. Some breeds classified as potentially dangerous carry additional ownership, insurance and handling obligations. We brief you on what applies to your animal and your destination.

Vehicle shipping to Portugal

Shipping a car from the UAE to Portugal involves considerably more than the freight itself. There is UAE export documentation, EU import treatment, a technical conformity inspection, and Portuguese registration — and the costs can be significant. We handle the logistics chain and make sure the documentation is in order, and we are straightforward from the outset about the duty, tax, inspection and registration costs so there are no surprises on arrival.

The customs treatment of the vehicle depends on whether it qualifies under transfer-of-residence relief. A vehicle that the owner has owned and used in the UAE for a qualifying period before the move, and will continue to use in Portugal, can usually be imported under that relief and exempted from EU import duty and Portuguese VAT — claimed alongside the household goods. Importantly, this customs relief does not cover the Portuguese vehicle registration tax, the Imposto Sobre Veículos (ISV), which is assessed separately based on engine size and emissions, although a residence-transfer exemption or reduction from ISV can apply in defined circumstances. Once imported, the vehicle must pass a technical inspection — the inspeção técnica at an IPO centre — and obtain a Portuguese certificate of conformity. UAE-specification headlights, instrument units and emissions equipment frequently need adjustment to meet European standards. The vehicle is then registered with the Instituto dos Registos e do Notariado (IMT), the matrícula plates are issued, the annual road tax (IUC) is set, and Portuguese third-party insurance is put in place so the car is road-legal.
