India is the most documentation-heavy machinery corridor running out of the UAE, and the corridor on which a missing certificate at Nhava Sheva costs more time than the sailing itself. The corridor moves a wide mix. Textile machinery and printing presses to Surat, Ahmedabad and Tiruppur. Origin engineering and crating

An engineer attends the UAE workshop, factory or hospital and captures floor loading on the egress route, OEM lift points, gantry clearance, and any spindle lock-down, oil drain or refrigerant recovery the manufacturer specifies. The method statement names rigging, skating and crane configuration. Plywood cases with VCI film and silica desiccant are the default for the Indian monsoon window; climate-controlled containers are specified for medical imaging where condensation on cold-soaked electronics is a real recommissioning risk. JAFZA, DAFZA and Dubai Industrial City sign off the lift schedule before the work date is locked.

UAE export documentation

Dubai Customs classification sits against Chapter 84 and Chapter 85 for industrial machinery, Chapter 90 for medical imaging and laboratory instruments. The Bayan declaration carries the matched heading, the consignee’s IEC and AD code, and a packing list matching the crate manifest exactly — mismatches at origin reappear as queries on ICEGATE. Used machinery moving to India needs a pre-shipment inspection certificate against the serial number, issued at the UAE workshop before container seal. Where the asset sat in a regulated premises — an EPRA-licensed clinic, a SIRA-controlled facility — the disconnection sign-offs travel with the file.

Sea, RoRo and charter air to India

Jebel Ali to Nhava Sheva (JNPT) is the workhorse routing, with realistic transit in the 7–12 day band. Mundra is the alternate for shippers feeding the Gujarat industrial belt, with shorter onward by road into Ahmedabad and Surat. Chennai is the right discharge for South Indian destinations, Visakhapatnam for the East Coast. FCL covers dismantled machine tools and rack cargo. Flat-rack and open-top take presses, transformers and lathes exceeding standard internal height. RoRo through Sharjah suits wheeled and tracked plant. Breakbulk and heavy-lift charter handles transformers and process modules that cannot be containerised. Charter air via Antonov AN-124 or 747F through DXB or DWC into Delhi, Mumbai or Bengaluru handles time-critical CT scanners or replacement turbine cores.

Indian customs and inland

ICEGATE bill of entry

Filed by the customs house agent against the matched CTH, with IEC, AD code and assessable value declared; BCD, IGST, SWS and any anti-dumping consideration calculated before arrival.

BIS, CDSCO and EPR

BIS registration where the asset falls under the QCO net, CDSCO licence for medical devices, EPR registration for electronics under the e-waste rules — co-ordinated at the consignee end before the bill of entry is filed.

ODC permits

State-level over-dimensional cargo permits for the road leg, with pilot and escort vehicles arranged across state borders; bridge ratings checked against the modular trailer configuration.

Marine and inland cover

All-risks marine cargo cover written against agreed value through to the Indian factory floor, with rigging and lifting included at both ends and condition reports filed inside the policy window.

Worked example: a CT scanner from Dubai Healthcare City to Mumbai

A 64-slice CT scanner moving from a Dubai Healthcare City clinic to a private hospital group in Andheri. The OEM engineer ran a controlled power-down; the gantry was lifted on air casters and crated in a climate-controlled case with anti-vibration mounts. Bayan filed under heading 9022, EPRA disconnection sign-off in the file, sailing out of Jebel Ali into Nhava Sheva. The CHA pre-filed the bill of entry with the consignee’s CDSCO licence attached; release inside two working days. Air-ride trailer to the Mumbai hospital under an ODC permit, set-down on the marked footprint, RF-shielded room sign-off, OEM recommissioning.

Condition reporting and recommissioning

A condition report is produced at the UAE end: panel and plate photography, calibration sticker dates, fluid levels logged. Calibration certificates travel in the project file. On arrival the report is re-walked at the Indian site so any transit damage is flagged inside the marine policy notice window. Where the OEM has a written relocation procedure, the method statement maps to it section by section.

How the corridor runs

  1. Survey and HS confirmation. Workshop visit at the UAE end, OEM relocation specification reviewed, HS heading agreed against the asset, written quotation against scope.
  2. Crating, Bayan and pre-shipment inspection. Custom crating built, Bayan declaration filed, free-zone gate-pass and PSI certificate (for used plant) issued before container seal.
  3. Sea or charter to India. Booking matched to the asset, marine surveyor sign-off on lashing for higher-value loads, vessel sailed from Jebel Ali, Sharjah or Khalifa Port.
  4. ICEGATE clearance and inland. CHA clears at Nhava Sheva, Mundra or Chennai, ODC permits in place, modular trailer to the factory floor, condition re-walk, handover for OEM commissioning.

A four-axis CNC line from JAFZA to a Pune factory

A turning and milling cell leaving a JAFZA workshop for an automotive-components plant on the Chakan belt outside Pune. The OEM specified spindle lock-down, so the coordinator built the schedule around a rigger at both ends. Bayan filed under heading 8458, the cell crated and moved FCL into Nhava Sheva. The consignee held a valid EPCG authorisation, and the CHA pre-filed the bill of entry on ICEGATE with the licence referenced; release inside two working days, then a modular trailer to Chakan and a laser-alignment sign-off before the cell ran a test part.

A standby generator and transformer to a Gujarat plant

A containerised diesel generator set with its step-up transformer, moving from a Dubai Industrial City yard to a chemicals plant in the Dahej belt. The transformer breached container internal height, so the coordinator split the consignment — genset on a flat-rack, transformer on breakbulk with a heavy-lift sailing into Mundra, closer to the site than Nhava Sheva. Heading 8502 for the set, 8504 for the transformer. The Dahej road run needed an NHAI over-dimension permit, raised after the trailer configuration was checked against bridge ratings.

A bottling-line segment from Sharjah to Bengaluru

Three sections of a beverage bottling line relocating from a Sharjah free-zone unit to a co-packer in the Bengaluru engineering belt. The coordinator ran the decommissioning at origin: services isolated, the conveyor de-coupled, the frame braced, with a photographic condition report against each panel. The segment cleared under heading 8422, BIS checked at the consignee end before the bill of entry, and the line trucked to Bengaluru for re-levelling and a wet commissioning run.

Frequently asked questions — machinery to India

Can a CNC machine relocate from JAFZA to Bengaluru and keep an EPCG authorisation intact?

Yes, where the consignee holds a valid Export Promotion Capital Goods authorisation. The machine is declared on the bill of entry with the licence number referenced, and the concessional duty applies provided the export obligation is met within the period. We make sure serial number, heading and invoice value line up with what the licence covers, because a mismatch is what stalls an EPCG clearance.

Does relocated industrial equipment need BIS certification?

It depends on the asset. Where the equipment, or a component such as a control panel, falls under a Quality Control Order, BIS registration is checked at the consignee end before the bill of entry is filed. Plenty of used capital machinery sits outside the QCO net, but the assumption is tested against the specific heading rather than waved through. We flag it at survey.

Nhava Sheva or Mundra for machinery?

Nhava Sheva (JNPT) is the workhorse for Pune and the western traffic, with the widest sailing frequency from Jebel Ali. Mundra earns its place when the site sits in the Gujarat belt — Dahej, Ankleshwar, Ahmedabad — because the shorter road leg often outweighs a thinner schedule. For heavy-lift we look at which port has the crane capacity the cargo needs.

Which ICEGATE import heading applies — 84 or 85?

Chapter 84 covers mechanical machinery: machine tools under 8456 to 8466, generating sets under 8502, presses and pumps. Chapter 85 covers electrical machinery: transformers under 8504, motors, switchgear. A single line often carries both, so the bill of entry is built line by line. The heading drives duty, anti-dumping consideration and the BIS question, so it is agreed at survey.

Are over-dimensional road permits from NHAI required?

For any load that breaches standard road dimensions — a transformer, a press bed, a long line segment — an over-dimension permit is raised and the route checked against bridge ratings and overhead clearances. Permits are arranged state by state, with pilot and escort vehicles where the configuration calls for it, before the cargo leaves the port.

Are there heavy-lift sailings from Jebel Ali to India?

Yes. Beyond FCL and flat-rack, breakbulk and heavy-lift charter handle transformers, press frames and process modules that cannot be containerised. We book against the asset weight and lifting points, with a marine surveyor signing off the lashing on higher-value loads, and discharge into a port with the crane and laydown to take it.

Do you handle decommissioning at the UAE origin?

We do, working to the manufacturer’s relocation procedure where one exists: isolating services, draining fluids, locking spindles, de-coupling conveyors and bracing the frame, with a photographic condition report before crating. The same report is re-walked at the Indian site so any transit damage is flagged inside the marine-policy notice window.

How quickly can you survey?

For a UAE-based asset we can usually attend the workshop, factory or yard within a working day or two, or run a video walk-through sooner where the site is hard to reach. The survey is where the heading, lift method, crating and freight mode are settled, so it pays to do it properly.

What does insurance cover if a machine is damaged in transit?

All-risks marine cargo cover is written against agreed value through to the Indian factory floor, with rigging and lifting included at both ends. If a machine arrives damaged, the condition report filed at origin and re-walked at destination is the evidence; we lodge the claim inside the policy notice window and co-ordinate the surveyor.
