Transfer of residence relief on personal effects
Most arriving residents qualify for the EU transfer-of-residence relief, which exempts used personal household goods from Bulgarian import duty and the 20% import VAT. The goods generally need to have been owned and used for at least six months before the move, and the person must be transferring their normal residence to Bulgaria from outside the EU. The customs file is submitted alongside evidence of the move — a residence permit or registration record, an inventory and proof of prior ownership. The documentation simply needs to be precise. Non-EU nationals coming from the UAE register their stay and apply for a residence permit through the Migration Directorate, with the permit type depending on the basis of the move — employment, business, family or other long-stay grounds. Address registration follows. We flag the sequence in the planning conversation so the household shipment, the housing and the permit timeline line up rather than working against each other.
