Permit categories — what HR needs to know

Switzerland operates a two-track permit system. For EU/EFTA nationals (Germans, Italians, French and others) entering on the bilateral agreements, the process is comparatively simple. For non-EU/EFTA nationals — which covers most employees relocating from the UAE — access is more controlled. The relevant categories are typically the L permit (short-stay, valid up to twelve months for specific contracts, renewable once), the B permit (residence, granted for employment up to five years and renewable annually), and the C permit (permanent settlement, available after ten years for most non-EU nationals, sometimes five for specific countries). The employer needs to demonstrate the recruitment cannot be filled from within Switzerland or the EU/EFTA, and the cantonal authorities approve. The permit category determines what the employee can do, how long they stay, and whether family reunification is straightforward.

The customs dimension in an employee move to Switzerland

When an employee moves from the UAE to Switzerland, their household goods enter the country as a customs import. Switzerland is not in the EU, which means the simplified Transfer of Residence framework that applies in EU member states does not apply here. Switzerland’s equivalent is Übersiedlungsgut, declared on Swiss customs Form 18.44 with the Eidgenössische Zollverwaltung (EZV). It has specific eligibility conditions — six months ownership and use, primary residence in Switzerland, declaration within twelve months — and a documentation set. We handle all of that for the employee directly — they do not need to navigate it themselves, and your mobility team does not need to become Swiss customs specialists.

The fourteen-day rule and cantonal registration

Employees arriving in Switzerland must register with the Einwohnerkontrolle (residents’ registration office) of their municipality within fourteen days of arrival. This is the trigger for the Übersiedlungsgut clearance, for the residence permit being issued in card form, and for everything that follows — school enrolment, health insurance enrolment (Switzerland has mandatory private health insurance), tax registration. The procedure varies meaningfully by canton: Zurich, Geneva, Basel-Stadt and Zug each have their own forms, fees and appointment systems. School enrolment is also cantonal — the Zurich system, the Genevan system and the Vaud system (for families settling in Lausanne) are different in language of instruction, structure and timing. Your coordinator can signpost the employee to the right cantonal office; what we cannot do is sit in the queue for them.
