Bringing a pet to Sweden from the UAE

Sweden follows the EU pet-travel framework for animals arriving from third countries, with the Swedish Board of Agriculture (Jordbruksverket) administering the rules at the national level. The UAE is a third country and is not currently on the EU’s “listed” territories for the simplified pet-movement scheme, which means animals from the UAE require the full third-country pathway. For a typical UAE-resident dog or cat, the sequence is:

  • ISO-compliant 15-digit microchip — implanted before the rabies vaccination; without it, all subsequent steps are invalid.
  • Rabies vaccination administered after microchipping, with a valid certificate from an accredited veterinarian.
  • Rabies antibody titre test (FAVN/RNATT) — drawn at least 30 days after the rabies vaccination, tested at an EU-approved laboratory, with a result of at least 0.5 IU/ml.
  • Three-month waiting period from the date the satisfactory titre blood sample was taken before entry into the EU is permitted — this is the long pole and cannot be shortened.
  • EU Animal Health Certificate — issued by the UAE Ministry of Climate Change and Environment within 10 days of travel.
  • Jordbruksverket pet-import notification — advance notification to Swedish authorities and entry via an approved EU Travellers’ Point of Entry.

The timeline you actually need to plan

From a standing start — an unmicrochipped animal — the full third-country pathway is around four months. Most UAE-resident pets are already microchipped and vaccinated, in which case the practical timeline is dominated by the three-month titre waiting period plus the certification window in the final two weeks. For pets travelling alongside a household move, the sequence usually starts at the same time as the freight booking, and we coordinate the travel dates so the pet is not waiting in a UAE veterinary boarding kennel longer than necessary.

Cold-climate welfare for animals in transit

An animal travelling from the UAE to Sweden in winter is making a significant temperature transition — commonly 30 to 40 degrees Celsius across the journey. IATA Live Animals Regulations set welfare standards for cargo-transported animals, but the practical care during transit — appropriate crating, temperature monitoring, water availability, handling at handover points in Dubai, at any European transit airport, and on arrival at Arlanda — varies between operators. Shipping a vehicle to Sweden

Sweden, as an EU member, applies EU customs procedures to vehicle imports from third countries. A UAE-registered vehicle entering Sweden is subject to EU import duty (rate depending on the vehicle classification) and Swedish MOMS at 25% on the declared customs value plus duty. Where the vehicle qualifies as a personal effect within a Transfer of Residence (Flyttgods) move — owned and used by the importer for at least six months before the move, and brought in as part of a genuine change of residence to Sweden — both duty and MOMS can be relieved, subject to Tullverket assessment. Transportstyrelsen, Ursprungskontroll and registration

Once customs is cleared, the vehicle enters the Swedish registration pathway, which is administered by Transportstyrelsen (the Swedish Transport Agency). The first step is Ursprungskontroll (origin inspection), which verifies the vehicle’s identity, history and documentation against Swedish records. From there, a technical inspection — commonly known as besiktning — is conducted by an accredited inspection company (the principal historical name is Bilprovningen, though the inspection market has been liberalised and several providers now operate). Pressure testing of fuel and brake systems (provtryckning) is part of the inspection process for older or modified vehicles. Once the vehicle passes inspection, Transportstyrelsen issues Swedish registration plates and the vehicle can be used on Swedish roads.

Emissions zones and the environmental sticker

Stockholm, Gothenburg and Malmö have introduced low-emission zones (miljözoner) in parts of the city centre, with the strictest tier (Class 3) restricting older diesel vehicles entirely. The vehicle’s emissions class (miljöklass) determines access, and certain city-centre zones now require an environmental sticker or registration. UAE-origin vehicles, particularly older diesels and large-engine petrol vehicles, may face access restrictions in central Stockholm and Gothenburg that are worth checking before the shipping decision is made — we flag this at the survey stage rather than after the vehicle has arrived.

Sweden’s winter-tyre legislation is a further practical point: between 1 December and 31 March, winter tyres are legally required when winter road conditions prevail, and the vehicle will not pass inspection without correctly specified tyres for the season.
