Spanish customs, the AEAT and EORI
Spanish import clearance is handled by the Departamento de Aduanas within the Agencia Tributaria (AEAT), and every commercial importer needs an EORI number — the Economic Operators Registration and Identification number — valid for the EU before cargo can clear in its name. The standard Spanish import VAT (IVA) rate is 21%, applied on top of any duty, and is recoverable by VAT-registered businesses through the regular return. Goods of preferential UAE origin can clear at a reduced or zero duty rate under the relevant trade arrangement, provided valid origin documentation accompanies the shipment. Some importers also use the deferred import VAT scheme, which lets the IVA be accounted for on the VAT return rather than paid at the border, easing cashflow.
