Pet relocation to Slovenia

Slovenia applies the European Union’s rules for pets entering from a third country, and for animals travelling from the UAE — a third country in EU terminology — those rules are detailed and strictly enforced. They are not unreasonable, but they are time-sensitive: each step must be completed in the correct order, and some steps carry fixed waiting periods that cannot be shortened. Miss a step or get the sequence wrong, and the animal cannot enter at the Slovenian border.

The core sequence for a dog or cat travelling from the UAE to Slovenia is: an ISO-compliant microchip first, then a primary rabies vaccination administered after the chip has been implanted — never before — followed by a rabies antibody titration blood test at an EU-approved laboratory taken at least thirty days after that vaccination. After a qualifying blood result, a mandatory three-month wait applies from the date of the blood sample before the animal may enter the EU. An EU animal health certificate is then issued by an official veterinarian in the UAE within ten days of travel, and the animal must enter the European Union through a designated travellers’ point of entry where the documentation is checked.

Vehicle shipping to Slovenia

Shipping a car from the UAE to Slovenia involves considerably more than the freight. There is UAE export documentation, EU import treatment, a Slovenian technical inspection and the registration process — and the costs attached to each. How the vehicle is treated by Slovenian customs depends on whether it qualifies for transfer-of-residence relief. A car owned and used by the owner for a qualifying period before the move — generally at least six months — and which the owner will continue to use in Slovenia, can usually be imported under transfer-of-residence relief and exempted from EU import duty and from the 22% Slovenian import VAT, with the vehicle declared alongside the household effects. Where the relief does not apply, customs duty and import VAT are payable on the assessed customs value of the car.

After customs clearance, a vehicle that did not originally meet EU type approval must pass an individual technical inspection at an authorised Slovenian testing station, which confirms it meets European technical, emissions and safety standards. Original UAE-specification headlights, lighting and emissions equipment frequently need adjustment or replacement to pass. The vehicle is then registered: motor vehicle tax is assessed, compulsory third-party insurance is arranged, and Slovenian licence plates are issued. A car registered in Slovenia and used on the motorway network also needs a valid electronic vignette (e-vinjeta), and we point this out so the car is genuinely road-legal from the day it is delivered.
