Pets & Vehicle Relocation to Malaysia

Malaysia is, in many respects, a practical destination for a family relocating with a pet or a car. The country sits on the WOAH rabies-free list and permits a range of companion animals with manageable documentation requirements, and vehicle ownership — unlike in Singapore — does not carry a restrictive certificate quota. That said, neither import is paperwork-free, and both reward being organised before the move rather than after. Pet relocation to Malaysia

Malaysia’s pet import requirements are administered by the Department of Veterinary Services (DVS Malaysia, or Jabatan Perkhidmatan Veterinar), and they apply to cats and dogs as well as a number of other species. Because Malaysia maintains a rabies-controlled-zone status for parts of the peninsula and recognises the UAE as a low-risk origin, a relocation from Dubai or Abu Dhabi typically does not require an extended quarantine on arrival — provided the paperwork is complete and lodged in advance. The key documentation requirements for dogs and cats relocating from the UAE include:

• A microchip implanted before the rabies vaccination, with the chip number recorded on every subsequent document
• Current rabies vaccination, with the vaccination certificate showing the chip number, vaccine batch and validity dates — and, for dogs, the additional vaccinations specified by DVS (distemper, hepatitis, parvovirus, leptospirosis)
• A valid health certificate issued by an accredited veterinarian in the UAE, endorsed by the UAE Ministry of Climate Change and Environment
• An import permit issued by DVS Malaysia, applied for in advance of the animal’s travel and quoting the entry airport (typically KLIA)
• Compliance with approved airline and cargo-handling requirements for live animal transport on the DXB–KUL routing

The DVS import permit is the piece that needs to be secured well in advance — our coordinator begins the application at the survey stage so timelines are comfortable, and we work with established UAE-based veterinary partners who understand the Malaysian documentation set. On arrival at KLIA, DVS inspects the animal and the paperwork; in straightforward cases the pet is released to the owner the same day rather than entering a quarantine facility.

Vehicle shipping to Malaysia

Vehicle import into Malaysia is a more involved exercise than a household move, primarily because Malaysia is a right-hand-drive market with a tightly controlled Approved Permit (AP) system that regulates which vehicles can be imported and registered. UAE vehicles — almost all left-hand-drive — cannot generally be registered for road use in Malaysia, which means a vehicle move from the UAE only makes economic sense for vehicles that fit specific exemption pathways. The Road Transport Department (Jabatan Pengangkutan Jalan, or JPJ) is the registration authority; the Ministry of International Trade and Industry (MITI) controls the AP system; and the Royal Malaysian Customs Department handles the duty, excise and SST assessment.

The practical pathways we see on this corridor are:

• Classic and vintage vehicles (25+ years old). Malaysia has a defined import route for classic cars, with relaxed AP requirements and a lower duty exposure — the most common reason a UAE-origin vehicle move actually proceeds.
• Returning Expert Programme cases. Malaysian-origin professionals returning home under the REP framework may qualify for vehicle duty relief on a personal vehicle, subject to ownership history.
• Diplomatic and government-aligned movers. Standard exemption frameworks apply, with documentation routed through the relevant mission.
