Pet relocation to Lithuania

Lithuania applies the EU’s rules for pets entering from third countries, and for an animal travelling from the UAE — a third country in EU terminology — the requirements are detailed and strictly enforced. They are not unreasonable, but they are time-sensitive: each step has to be completed in the correct order, and some steps carry fixed waiting periods that simply cannot be shortened. Miss a step, or get the sequence wrong, and the animal cannot enter at the Lithuanian border.

The core sequence for a dog or cat moving from the UAE to Lithuania is: an ISO-compliant microchip first, the primary rabies vaccination after the chip (never before), a rabies antibody titration blood test at an EU-approved laboratory at least thirty days after that vaccination, and then a mandatory three-month wait from the date of the qualifying blood sample before the animal may enter the EU. An EU animal health certificate is issued by an authorised UAE veterinarian shortly before travel, and the animal must enter through a designated travellers’ point of entry where the documentation is checked.

Lithuania also has its own domestic rules once the pet has arrived — dogs are registered in the national companion-animal database, and certain breeds classed as dangerous or potentially dangerous are subject to additional keeping and handling requirements. Vehicle shipping to Lithuania

Shipping a car from the UAE to Lithuania involves considerably more than the freight. There is UAE export documentation, EU import treatment, a technical roadworthiness inspection and Lithuanian registration to arrange. We handle the logistics chain and make sure the documentation is in order, and we are straightforward about the duty, registration and inspection costs so there are no surprises on arrival.

The treatment of the vehicle at Lithuanian customs depends on whether it qualifies for transfer-of-residence relief. A vehicle that the owner has owned and used for at least six months before the move, and which they will continue to use in Lithuania, can usually be imported under that relief and exempted from EU import duty and Lithuanian import VAT. The relief is claimed alongside the household goods, with the same evidence of the residence transfer. Without it, duty and VAT are payable on the customs value of the car.

Once cleared, the vehicle goes through the Lithuanian roadworthiness inspection required before it can be put on the road, and is then registered with Regitra, the state vehicle register, where the registration documents and Lithuanian licence plates are issued. UAE-specification vehicles sometimes need adjustments — headlight alignment, lighting or emissions equipment — to meet European standards, and motor third-party liability insurance must be in place before the car is driven.
