Lithuanian customs, EORI and import VAT

The Lithuanian Customs Department operates within the EU customs union, and every commercial importer needs an EORI — Economic Operators Registration and Identification — number registered before cargo can clear in its name. EU import declarations are submitted electronically, and the standard Lithuanian import VAT rate is applied on top of any duty; for VAT-registered businesses that import VAT is recoverable through the regular VAT return. Goods of preferential UAE origin can clear at a reduced or nil duty rate under the relevant trade arrangement provided valid origin evidence accompanies the shipment — we arrange this with the UAE exporter where it applies.

For cargo destined onward into other EU countries, or for goods that need to move under suspension to a bonded warehouse, we use T1 (external transit) and T2 (internal transit) procedures so import VAT and duty are settled at the correct point in the chain. For temporary movements — exhibition stock, demonstration equipment, professional tools — an ATA carnet is often the cleanest mechanism, and we prepare and present it for clearance.

Why classification accuracy matters on this corridor

The HS code assigned to your cargo determines the duty rate, the VAT base and any applicable restrictions or licensing.
