When UAE families ask what is most complicated about a move to Latvia, it is rarely the furniture. The family pet and the car are the two things that generate the most questions — because both are subject to EU entry requirements that are specific, time-sensitive and not always obvious from the outside. Pet relocation to Latvia

Latvia applies the EU’s third-country pet entry rules, which are detailed and strictly enforced at the border. For animals coming from the UAE — a third country in EU terminology — the requirements are not unreasonable, but they are sequential: each step has to be completed in the correct order, and some carry fixed waiting periods that cannot be shortened. Miss a step or get the order wrong, and the animal cannot enter at the Latvian border.

The core sequence for a dog or cat travelling from the UAE to Latvia is: an ISO-compliant microchip first, then a primary rabies vaccination administered after the chip is fitted (never before), then a rabies antibody titer blood test taken at an EU-approved laboratory at least thirty days after the vaccination, and finally a mandatory three-month wait from the date of that qualifying blood draw before the animal may enter the EU. An EU Animal Health Certificate is issued by an official UAE veterinarian within ten days of travel, and the animal must enter through a designated Travellers’ Point of Entry where the documentation is checked. The Food and Veterinary Service (Pārtikas un veterinārais dienests) is the Latvian authority responsible for animal entry.

Latvia also requires arriving dogs to be registered in the national animal database once resident, and local municipalities apply their own rules — including, in some areas, leash or muzzle obligations in public spaces. Vehicle shipping to Latvia

Shipping a car from the UAE to Latvia involves considerably more than the freight itself. There is UAE export documentation, EU import treatment, Latvian registration requirements and a technical inspection before the vehicle can go on the road. We handle the logistics chain and make sure the documentation is in order; we are also straightforward about the duty, registration and inspection costs so there are no surprises on arrival.

The customs treatment of the vehicle depends on whether it qualifies under the EU transfer-of-residence relief. A vehicle that the owner has owned and used for at least six months before the move, and will continue to use in Latvia, can usually be imported under that relief and exempted from the EU import duty and the 21% Latvian VAT. The vehicle is declared alongside the household goods. Without the relief, duty and VAT are payable on the customs value of the car.

Once cleared, the vehicle goes through a roadworthiness and conformity inspection at a CSDD-recognised technical inspection station — the Road Traffic Safety Directorate (Ceļu satiksmes drošības direkcija) is the Latvian authority for vehicle registration and inspection. Vehicles originally built to UAE specification sometimes need adjustments — headlights, lighting and emissions equipment — to meet European requirements before they pass. After the inspection, the vehicle is registered with the CSDD: registration plates are issued, the compulsory third-party motor insurance (OCTA) is put in place, and the annual vehicle operation tax is assessed so the car is fully road-legal at delivery.
