When UAE families plan a move to Italy, the furniture is rarely what worries them. The family pet and the car generate the most questions — because both are subject to EU entry requirements that are specific, strictly applied and not always obvious from the outside. Pet relocation to Italy

Italy applies the EU’s third-country pet entry rules, and they are detailed and consistently enforced. For animals travelling from the UAE — a third country in EU terminology — the requirements are not unreasonable, but they are time-sensitive: each step has to be completed in the correct order, and some steps carry fixed waiting periods that cannot be shortened. Miss a step, or get the sequence wrong, and the animal cannot enter at the Italian border.

The core sequence for a dog or cat travelling from the UAE to Italy is: an ISO-compliant microchip first, the primary rabies vaccination after the chip is implanted (never before), a rabies antibody titre blood test at an EU-approved laboratory at least thirty days after vaccination, and then a mandatory three-month wait from the date of the qualifying blood sample before the animal can enter. An EU Animal Health Certificate is issued by an official UAE veterinarian within ten days of travel, and the animal must enter Italy through a designated Travellers’ Point of Entry where the documentation is checked.

On arrival, Italy requires dogs to be registered on the anagrafe canina — the regional canine register — through the local ASL or an authorised veterinarian, which links the microchip to the new owner’s details. A few regions and municipalities apply additional rules on leads and muzzles in public spaces. We brief you on the requirements that apply in your destination region.

Vehicle shipping to Italy

Shipping a car from the UAE to Italy involves considerably more than the freight. There is UAE export documentation, EU import treatment, Italian registration, the technical roadworthiness inspection and the practical question of where the car can be driven once it arrives. We handle the logistics chain and ensure the documentation is in order, and we are straightforward about the duty, registration and inspection costs so there are no surprises on arrival.

The treatment of the vehicle at the Agenzia delle Dogane depends on whether it qualifies under the transfer-of-residence relief. A car owned and used by the owner for an appropriate period before the move — generally at least twelve months — and which the owner will continue to use in Italy can usually be imported under that relief and exempted from the EU import duty and the 22% IVA. The vehicle is declared alongside the household goods. Without the relief, duty and IVA are payable on the customs value.

Once cleared, a non-EU-specification vehicle must be brought onto the Italian register. This involves the collaudo — the technical inspection — to confirm the car meets European technical, emissions and safety standards, after which the Motorizzazione Civile issues approval. UAE-specification headlights, side markers, instrumentation and emissions equipment frequently need to be adjusted or replaced to pass. The vehicle is then registered with the PRA (Pubblico Registro Automobilistico) and the local authority, Italian plates are issued, the annual bollo road tax is assessed, and third-party RCA insurance is arranged. Many Italian city centres also operate restricted-traffic zones (ZTL) and low-emission rules, which we explain so you understand where the car can and cannot go.

EU pet entry requirements in particular reward early action — the three-month post-titre wait alone fixes the earliest possible travel date, and there is no way to shorten it.
