Pet relocation to Belgium

Belgium applies the EU’s rules for pets arriving from a third country, and for an animal travelling from the UAE those rules are detailed and time-sensitive. The individual steps are not unduly demanding, but they must be completed in the correct order, and some carry fixed waiting periods that cannot be shortened. Get the sequence wrong and the animal cannot enter at the Belgian border.

The core sequence for a dog or cat travelling from the UAE to Belgium is: an ISO-compliant microchip implanted first; a primary rabies vaccination given after the chip is in place — never before; a rabies antibody blood test, the FAVN titer, drawn at an EU-approved laboratory at least thirty days after the vaccination; and then a mandatory three-month wait from the date of that qualifying blood draw before the animal may enter the EU. An EU animal health certificate is issued by an authorised UAE veterinarian shortly before travel, and the animal must arrive in Belgium through a designated travellers’ point of entry, where the documentation is checked. Once in Belgium, dogs are registered — through the national identification database — and some communes also apply local rules, so we brief you on what applies in your municipality.

Vehicle shipping to Belgium

Shipping a car from the UAE to Belgium involves considerably more than the freight itself. There is UAE export documentation, EU import treatment, a Belgian roadworthiness inspection, the registration process and emissions-zone compliance — and we handle the logistics chain while being straightforward about the duty, tax and inspection costs so there are no surprises on arrival.

How the vehicle is treated by Belgian customs depends on whether it qualifies under the transfer-of-residence relief. A car that the owner has owned and used for at least six months before the move, and will continue to use in Belgium, can usually be imported under that relief and exempted from the 10% EU import duty and the 21% Belgian import VAT. The vehicle is declared alongside the household goods as part of the transfer of residence. Without the relief, duty and VAT are payable on the customs value of the car.

Once cleared, the vehicle must be made road-legal in Belgium. It needs to pass a technical inspection at an approved centre — the contôle technique or autokeuring — which confirms it meets Belgian roadworthiness, emissions and safety standards; original UAE-specification headlights and lighting frequently need adjustment to pass. The car is then registered with the national vehicle registration authority, the DIV, which issues the registration certificate and number plate, and motor insurance and road tax are arranged. Belgian cities including Brussels, Antwerp and Ghent operate low-emission zones, so confirming the vehicle’s emissions standard before shipping matters — an older or non-compliant car may face restrictions in the very cities where it is most likely to be used.
