Pet relocation to Singapore through AVS

Singapore permits the import of cats, dogs and certain other animals subject to clear health and documentation requirements administered by AVS. The window is unforgiving — some steps take months — so the conversation needs to start early. Typical requirements for cats and dogs include:

• Microchip implantation before the rabies vaccination is administered — the microchip number is the identifier on every subsequent document
• Rabies vaccination, followed by a rabies neutralising antibody titre (RNATT) blood test — the result must be at least 0.5 IU/ml and dated at least three months before arrival in Singapore for animals originating outside Singapore’s recognised low-risk list
• An AVS import licence applied for and granted before the animal departs the UAE
• A veterinary health certificate issued in the UAE within a defined window before travel, endorsed where required
• Compliance with approved air routes and airline-specific live animal handling requirements

Singapore imposes a mandatory quarantine on arrival for animals from non-approved-rabies-free countries — typically thirty days at the AVS-designated quarantine facility, with capacity that must be reserved as part of the import licence application. Animals from listed countries with full compliant documentation may have a shorter or waived quarantine. The UAE’s status determines which category applies; we confirm this at the survey stage and plan accordingly. Certain breeds of dog are restricted or prohibited under Singapore’s breed legislation, and we will flag this before any booking is made.

Vehicle import to Singapore — what you should know first

Before committing to shipping a vehicle to Singapore, the economics are worth understanding. Singapore is, by international consensus, the most expensive market in the world to own a private car — and that is by deliberate policy, not accident. Vehicle ownership is regulated through the Certificate of Entitlement (COE), a quota-controlled bidding system administered by the Land Transport Authority (LTA). A COE is required before any vehicle can be registered, and at most points in the cycle the COE alone costs more than a mid-range car. The COE is valid for ten years.

On top of the COE, a privately imported vehicle attracts:

• An Additional Registration Fee (ARF), calculated as a tiered percentage of the vehicle’s Open Market Value — typically the single largest registration cost
• Excise duty and GST
• Vehicular Emissions Scheme (VES) treatment — rebates for low-emission vehicles, surcharges for high-emission — assessed against Singapore’s emissions standards
• LTA technical compliance inspection
• A strict ten-year age limit — vehicles older than ten years are typically not permitted for registration as private cars
