Pet relocation to Luxembourg

Luxembourg, as an EU member state, applies the EU’s rules for pets entering from a third country — and the UAE is a third country in that framework. The requirements are not unreasonable, but they are sequential and strictly enforced: each step must be completed in the correct order, and one of them carries a fixed waiting period that cannot be shortened. Get the sequence wrong and the animal cannot enter at the EU border.

The core sequence for a dog or cat travelling from the UAE to Luxembourg is: an ISO-compliant microchip first; a primary rabies vaccination after the chip has been fitted, never before; a rabies antibody titration blood test (the FAVN test) carried out at an EU-approved laboratory at least thirty days after the vaccination; and then a mandatory three-month wait, counted from the date of that qualifying blood sample, before the animal may enter the EU. An EU animal health certificate is issued by an official UAE veterinarian within ten days of travel, and the animal must enter through a designated traveller point of entry where the documentation is verified.

Luxembourg also applies its own arrival and ownership rules once the animal is in the country. Dogs generally need to be declared and registered with the commune, dog ownership is subject to local registration and an annual dog tax, and certain breeds are classified as potentially dangerous, with additional obligations attached. Vehicle shipping to Luxembourg

Shipping a car from the UAE to Luxembourg involves a good deal more than the freight itself. There is UAE export documentation, EU import treatment, a technical conformity check, and Luxembourg registration — and because the Grand Duchy is landlocked, the vehicle arrives by sea into a northern European port such as Antwerp before travelling on by road. The customs treatment of the vehicle depends on whether it qualifies under the EU transfer-of-residence relief. A vehicle that the owner has owned and used for the required period before the move, and will continue to use in Luxembourg, can usually be imported as part of the personal effects and relieved of the EU import duty and VAT that would otherwise apply to its customs value. Without that relief, duty and VAT are payable. We assess the position with you before the car is shipped so the treatment is known in advance.

Once the vehicle is in Luxembourg, it must be made compliant and registered. A car that did not originally meet EU type approval generally needs a technical conformity inspection at an approved station — the Société nationale de contrôle technique — and original UAE-specification lighting and equipment often need adjustment to pass. Registration then follows with the national vehicle authority: the vehicle is entered on the register, road tax is assessed, third-party insurance is registered and Luxembourg plates are issued.
