Pets & Vehicle Relocation to Finland

When UAE families plan a move to Finland, the questions that come up most are rarely about the furniture. The family pet and the car are the two things that generate the most uncertainty — because both are subject to EU entry requirements that are specific, time-bound and not always obvious from the outside. Pet relocation to Finland

Finland applies the EU’s rules for pets entering from a third country, and for animals travelling from the UAE those rules are detailed and strictly enforced. The requirements are not unreasonable, but they are sequence-dependent: each step has to be done in the correct order, and one of them carries a fixed waiting period that cannot be shortened. Get the sequence wrong and the animal cannot enter at the Finnish border.

The core sequence for a dog or cat travelling from the UAE to Finland is: an ISO-compliant microchip first, a rabies vaccination after the chip has been fitted — never before — and then a rabies antibody blood test taken at an EU-approved laboratory at least thirty days after the vaccination. From the date of that successful blood sample, a three-month wait applies before the animal may enter the EU. An official EU animal health certificate is then issued by an authorised UAE veterinarian shortly before travel, and the animal must arrive in Finland through a designated entry point where the documentation is checked.

Finland has one further requirement worth planning for early: dogs, cats and ferrets entering the country must be treated against the Echinococcus tapeworm by a vet within a defined window before arrival, and the treatment must be recorded in the health certificate. This is a Finland-specific step on top of the general EU rules. Some Finnish municipalities also apply local dog regulations and a dog tax, and we brief you on what applies in your destination.

Vehicle shipping to Finland

Shipping a car from the UAE to Finland involves considerably more than the freight itself. There is UAE export documentation, EU import treatment, Finnish registration, a roadworthiness inspection and a vehicle tax assessment to work through. We handle the logistics chain and make sure the documentation is in order, and we are straightforward from the outset about the duty, tax, inspection and registration costs so there are no surprises on arrival.

How the vehicle is treated by Finnish Customs depends on whether it qualifies for transfer-of-residence relief. A car that the owner has owned and used in the UAE for a sufficient period before the move, and that moves to Finland as part of the household relocating its place of residence, can usually be imported free of EU customs duty and import VAT under that relief, alongside the rest of the personal effects. Where the relief does not apply, duty and import VAT become payable on the customs value of the vehicle — we set out which case applies to you before the car is shipped.

A separate point that catches many people out is car tax (autovero). Finland levies a vehicle tax on cars being taken into use in the country, and it is assessed and paid through the Finnish Tax Administration when the vehicle is registered — this is distinct from customs duty and from the transfer-of-residence relief, and it generally still applies. After clearance, the vehicle must pass a Finnish registration inspection (rekisteröintikatsastus) that confirms it meets Finnish technical, lighting and safety standards; UAE-specification lighting and equipment sometimes need adjustment to pass. Once it has, the car is entered in the Traffic Register, motor insurance is arranged, and Finnish plates are issued so the vehicle is road-legal.
