When UAE families ask what is most complicated about a move to Estonia, it is rarely the furniture. The family pet and the car are the two things that generate the most questions — because both are subject to EU entry requirements that are specific, time-bound and not always obvious from the outside. Pet relocation to Estonia

Estonia applies the European Union’s third-country pet entry rules, which are detailed and strictly enforced. For animals travelling from the UAE — a third country in EU terminology — the requirements are not unreasonable, but they are sequenced: each step has to be completed in the correct order, and some steps carry fixed waiting periods that cannot be shortened. Miss a step or get the order wrong, and the animal cannot enter at the Estonian border.

The core sequence for a dog or cat travelling from the UAE to Estonia is: an ISO-compliant microchip first, a primary rabies vaccination after the chip has been fitted (never before), a rabies antibody titer blood test at an EU-approved laboratory taken at least thirty days after that vaccination, and then a waiting period before entry calculated from the date of the qualifying blood sample. An EU animal health certificate is issued by an authorised UAE veterinarian within ten days of travel, and the animal must enter Estonia through a designated travellers’ point of entry where the documentation is checked.

Once in Estonia, dogs and cats are generally required to be registered, and the rules and any registration fees can vary between local municipalities — Tallinn, for instance, maintains its own pet register. We brief you on what applies in your destination so nothing is missed after arrival.

Vehicle shipping to Estonia

Shipping a car from the UAE to Estonia involves considerably more than the freight. There is UAE export documentation, EU import treatment, an Estonian technical inspection, and registration with the Estonian Transport Administration before the vehicle is road-legal. We handle the logistics chain and make sure the documentation is in order, and we are straightforward from the outset about the duty, inspection and registration costs so there are no surprises on arrival.

How the vehicle is treated by Estonian customs depends on whether it qualifies under transfer-of-residence relief. A vehicle that the owner has owned and used for at least six months before the move, and which they will continue to use in Estonia, can usually be imported under that relief and exempted from the EU import duty and Estonian VAT that would otherwise apply. The vehicle is covered in the same transfer-of-residence customs claim as the household goods. Without the relief, duty and VAT are payable on the customs value of the car.

Once cleared, the vehicle must pass an Estonian technical inspection — the ülevaatus — which confirms it meets European technical, safety and emissions standards. Vehicles built to UAE specification sometimes need adjustment, particularly to headlights and emissions equipment, to pass. After the inspection the car is registered with the Estonian Transport Administration: the registration certificate and Estonian plates are issued, motor vehicle tax obligations are assessed, and valid motor third-party liability insurance must be in place before the vehicle is driven.
