Pets & Vehicle Relocation to Austria

When UAE families plan a move to Austria, the furniture is rarely what worries them. The family dog and the car are the two things that generate the most questions — because both are subject to EU entry rules that are specific, strictly applied and not always obvious from the outside, and because Austria’s landlocked position adds a routing question to the vehicle side. Pet relocation to Austria

Austria applies the EU’s third-country pet entry rules, which are detailed and consistently enforced. For an animal travelling from the UAE — a third country in EU terminology — the requirements are not unreasonable, but they are time-sensitive: each step has to be completed in the correct order, and some steps carry fixed waiting periods that simply cannot be shortened. Miss a step or get the sequence wrong, and the animal cannot enter at the Austrian border.

The core sequence for a dog or cat travelling from the UAE to Austria is: an ISO-compliant microchip first, the primary rabies vaccination after the chip is in place — never before — a rabies antibody (FAVN titer) blood test at an EU-approved laboratory at least thirty days after that vaccination, and then a mandatory three-month wait from the qualifying blood draw before the animal may enter the EU. An EU Animal Health Certificate is issued by an official UAE veterinarian within ten days of travel, and the animal must enter through a designated Travellers’ Point of Entry where the documentation is checked. Vienna airport is the usual point of entry for animals arriving from DXB.

Austria also has its own arrival obligations. Several Bundesländer apply rules for certain breeds, and some — Vienna among them — require a dog-handling competence test (the Hundeführschein) for listed breeds. Dogs must be registered with the municipality, and the annual dog tax (Hundeabgabe) applies once you are settled. Vehicle shipping to Austria

Shipping a car from the UAE to Austria involves a good deal more than the freight itself. There is UAE export documentation, the routing decision into a landlocked country, EU import treatment, Austrian registration, and a technical inspection for vehicles that did not originally meet European type approval. We handle the logistics chain and make sure the documentation is in order, and we are straightforward about the duty, registration and inspection costs so there are no surprises on arrival.

Because Austria has no port, the vehicle is shipped from Jebel Ali to a port in a neighbouring country — Hamburg or Bremerhaven to the north, or Koper or Trieste on the Adriatic — by container or roll-on roll-off freight, then moved overland. At the customs stage, the treatment depends on whether the car qualifies for transfer-of-residence relief. A vehicle owned and used by the owner for at least six months before the move, and which the owner will keep using in Austria, can usually be imported as Übersiedlungsgut and exempted from the EU import duty and the 20% Austrian import VAT. Without that relief, duty and VAT are payable on the customs value.

Once cleared, a vehicle that does not hold EU type approval needs an individual technical inspection — the Einzelgenehmigung — that confirms it meets Austrian technical, emissions and safety standards; original UAE-specification lighting and emissions equipment often needs adjustment to pass. The car is then registered at the Zulassungsstelle, normally handled through an Austrian insurer: third-party motor insurance is arranged, the registration is completed, the plates are issued, and the standardised consumption levy (the NoVA, normally assessed on first registration in Austria) and the ongoing motor-related insurance tax are settled. The recurring “Pickerl” roadworthiness inspection then applies as for any Austrian-registered car.
