Portugal sits on the Atlantic edge of the European Union and has invested heavily in its port infrastructure — Sines is one of Europe’s deepest container ports and a major transhipment gateway. For UAE businesses shipping commercial cargo into Portugal, that infrastructure is an advantage, but it does not remove the customs discipline that EU import clearance demands. Cargo that arrives incorrectly classified or with incomplete documentation is held, not waved through. Seemleius commercial cargo and freight on the UAE–Portugal corridor is built around getting the preparation right before the cargo moves: accurate classification, complete documentation, and a coordinator monitoring the consignment through every handover.
The UAE–Portugal freight corridor
We arrange and coordinate sea and air freight from the UAE into Portugal for commercial stock, equipment, industrial goods, consolidated consignments and full containers. Because the Strait of Hormuz has been closed to commercial shipping since February 2026, sea freight for Lisbon, Leixões or Sines first travels by road to a port outside the strait, such as Fujairah or Khor Fakkan on the UAE’s east coast or Sohar in Oman, with routing and dates confirmed at the survey; air freight from DXB into Lisbon is the faster option for time-sensitive consignments. Portugal’s status as an EU point of entry is a genuine strategic advantage — clearing customs at a Portuguese port clears the goods into the entire single market, opening onward distribution into Spain, France and the wider EU without further import formalities.
Sea freight
Cost-effective for larger volumes and bulk commercial consignments — full container or consolidated loads into Lisbon, Leixões or the deep-water terminal at Sines.
Air freight
For time-sensitive cargo — high-value goods, urgent equipment or consignments that cannot wait on sea transit — via DXB into Lisbon and Porto with onward road delivery.
Portuguese customs
EU import documentation prepared for the Autoridade Tributária e Aduaneira — HS classification, EORI registration, valuation and supporting records handled properly the first time.
Onward road delivery
From the Portuguese port or airport to the final commercial address — anywhere in Portugal, or onward into Spain and wider Europe under EU transit where required.
EU customs, EORI and import VAT
All commercial import clearances in Portugal are handled by the Autoridade Tributária e Aduaneira through the EU customs framework, and every importer needs an EORI — Economic Operators Registration and Identification — number registered before cargo can clear in its name. Portuguese standard import VAT is applied on top of any duty and is recoverable by VAT-registered businesses through the normal periodic return. No EU–UAE trade agreement is in force, so goods of UAE origin are charged the standard EU duty rate.
For cargo destined onward into other EU member states, or for goods that need to move under duty suspension to a customs warehouse, EU external and internal transit procedures allow VAT and duty to be settled at the correct point in the chain. For temporary movements — exhibition stock, demonstration equipment, professional tools returning to the UAE — an ATA carnet is often the cleanest mechanism, and we prepare and present it for clearance.
Why classification accuracy matters on this corridor
The HS code assigned to your cargo determines the duty rate, the VAT base and any licensing or restriction that applies. An incorrect classification can trigger delays, back-duties, penalty interest and compliance questions that cost far more than getting it right at the outset. We do not guess at classification — we confirm it before the shipment moves and document the reasoning so any later query from the Portuguese authorities is answered straight from the file.
Customs warehousing and staged clearance
For larger UAE shippers, customs warehouse storage at Lisbon, Leixões or Sines keeps cargo in duty and VAT suspension until the goods are actually needed — useful when the inland customer is not ready, when VAT cashflow needs managing, or when a consignment will be split across several onward destinations. We coordinate the warehousing, the staged clearance and the inland trucking to the final delivery points across Portugal or onward into Iberia.
How a commercial shipment runs
- Brief us. What is shipping, its HS classification if known, value, weight and dimensions, the Portuguese consignee’s EORI, and when it needs to arrive.
- Quote and route. You receive a clear quote with the freight mode, the planned routing, the customs treatment, the duty position, and any transit or warehousing options explained; dates are confirmed at booking.
- Document and book. Portuguese customs documentation is prepared, origin and any licensing evidence is collected, vessel or aircraft space is booked, and the cargo is collected in the UAE.
- Track to delivery. Your coordinator monitors the shipment through each handover, follows the EU import clearance handled by our destination partner, and confirms delivery at the final Portuguese destination — or onward into the EU under transit.
Commercial cargo is one strand of the wider UAE–Portugal corridor we cover — you can see the full picture on our moving to Portugal guide. Whether it is a single consignment or regular freight into Portugal, we route and document it properly. Request a freight quote and we will confirm the right approach for your cargo, the EORI and customs treatment, and any duty or VAT planning that applies.

Common questions about this move
Anything specific to your situation? A specialist for this corridor is happy to help.
Contact usHow long does a move to Portugal take?
It depends on the freight mode, the volume and the routing, which your coordinator confirms at the survey along with a realistic window — sea freight is the economical choice for a full household, air freight is faster for essentials.
Do you handle customs at both ends?
Yes, with our destination partner: we prepare the export paperwork in Dubai, and clearance at the destination is handled by our partner there. Some countries ask you to apply for duty relief yourself — your coordinator tells you what to file and when.
Is my shipment insured in transit?
Transit insurance (all-risk cover) is available. Your coordinator explains the cover options when quoting, and the terms are confirmed in your quote.
How far ahead should I book?
Two to four weeks is comfortable for most international moves, but we regularly handle urgent relocations. The earlier you reach out, the more flexibility you have on dates and freight space.
Will I have one point of contact?
Yes — one coordinator in Dubai looks after your move from the survey to delivery and works with our destination partner, so you are never passed between companies.
