Since the Strait of Hormuz closed to commercial shipping in February 2026, a container bound for Oslo goes by road to a port outside the strait, such as Khor Fakkan or Fujairah on the UAE’s east coast or Sohar in Oman, and is usually relayed through a North-Sea hub before the final leg up the Skagerrak, with Bergen reachable on the western coastal services; routing and dates are confirmed at the survey. The detail that catches people out is what happens at the far end: Norway sits inside the European Economic Area but stays outside the EU customs union, so the box is not cleared into the country until it is presented to Tolletaten at the Norwegian border, whatever ports it touched on the way. We run the UAE–Norway corridor on that understanding, backed by 22 years’ experience.
The route carries a recognisable mix. A subsea engineer takes up a contract with an operator in Stavanger, the country's oil and energy capital; a fintech specialist moves to Oslo for a role in the banking quarter; a family settles into a fjord-side flat in Bergen for the schools and the air; a UAE firm opens a Nordic office in Trondheim, close to NTNU and its engineering graduates. Set up correctly, the corridor is exacting but manageable — long winters and a high cost of living are part of the brief, but the shipment itself need not be the hard part.
Why move with Seemleius
Flyttegods relief documented early
Transfer-of-residence relief lets you bring personal effects owned and used for 12 months or more free of Norwegian duty and the 25% import VAT. We build the inventory and the residence evidence with you before the container is packed, so Tolletaten reads a file that matches the shipment.
Non-EU clearance planned as its own step
A shipment relayed through a continental port is not cleared into Norway by that transit. The Norwegian import declaration is a discrete process at the border, and we prepare for it specifically rather than assuming an EU clearance carries through.
Registration-aware scheduling
Life in Norway runs on a registered identity number. We plan the shipment around your housing and your D-number or fodselsnummer registration, and pass on the carrier’s estimated arrival once the sailing is booked.
How your move works
-
Survey and brief
A UAE survey or video walk-through measures the volume in cubic metres and flags anything that changes its customs treatment — a vehicle above all. Sea and air options come back priced against your Norwegian start date and your registration window.
-
Documentation before sail
The flyttegods file is prepared with a clean inventory, UAE residence and deregistration evidence, and proof of taking up residence in Norway. Vessel or aircraft space is booked, and the Tolletaten declaration is drafted ahead of departure.
-
Export pack and dispatch
Export-standard packing from Dubai, Abu Dhabi or Sharjah, ISPM-15 timber where required, full inventory built at origin. Booked onto the Oslo rotation or a western coastal service, or air ex DXB to Oslo Gardermoen when the schedule is tight.
-
Clearance and delivery
Tolletaten clearance handled at the Norwegian border by our destination partner, with the relief applied, the container devanned and onward road delivery arranged. The partner’s crew unpacks, reassembles and clears the debris on the same visit.
The UAE–Norway corridor in detail
Sea via Oslo, Bergen and the western ports
Oslo is the main gateway for household goods from the Emirates. Most services are relayed through a North-Sea hub — Rotterdam, Antwerp or Hamburg — before the Skagerrak leg, and the routing and sailing dates are confirmed at the survey. Bergen and the western coastal ports handle traffic for the Vestland and Rogaland regions, useful when the destination is Bergen itself or onward to Stavanger. Air freight ex DXB flies direct to Oslo Gardermoen and clears in a working day or two, the option to reach for when a start date will not wait for the sea schedule.
Tolletaten, the 25% mva and flyttegods relief
Norwegian Customs — Tolletaten — assesses every import at the border, and because Norway is outside the EU customs union that assessment is a full, separate clearance with VAT (merverdiavgift, mva, at 25%) and any duty calculated on the import value. The working relief for a household move is flyttegods, transfer-of-residence relief: personal effects you have owned and used for 12 months or more come in free of that duty and mva, provided you are genuinely relocating, were resident in the UAE beforehand, and bring the goods within a reasonable period of taking up residence in Norway. Tolletaten wants a clean inventory, evidence of your prior UAE residence and your new Norwegian one, and a declaration that lines up with the container. New goods still in their boxes and commercial stock sit outside the relief and are assessed normally. We prepare the whole dossier with you before anything is packed, so the declaration at the border is the one we drafted weeks earlier.
Used cars and the engangsavgift
The single most expensive mistake on this corridor is shipping a car without doing the sums first. Norway levies a one-time registration tax — engangsavgift — on vehicles when they are first registered in the country, and on many imported cars it is high enough to rival or exceed the value of the car itself. Flyttegods relief can ease the import side for a vehicle owned and used long enough, but the registration tax is a separate charge and the rules around it are detailed. For most people the honest advice is to sell in the UAE and rebuy in Norway rather than absorb the engangsavgift and the technical-approval process on a car that may not be worth it at the far end. Where a vehicle genuinely needs to come, we map the full cost before you commit, so there are no surprises after it has sailed.
Pets, identity numbers and what stays behind
Pets enter under Mattilsynet, the Norwegian Food Safety Authority: an ISO microchip, a valid rabies vaccination with the required waiting period, and the health documentation completed by an approved UAE vet before travel. We hand the animal to a specialist pet-relocation agent at the Norwegian end. On identity, new arrivals are first issued a D-number — the temporary identification number for people with a Norwegian connection who are not yet permanently resident — and, once residence is established, a full personal number, the fodselsnummer, administered through Skatteetaten. That number unlocks the bank account, the tax card and the rest of the system, so we plan the housing, the registration and the shipment to line up rather than collide. Firearms need the proper Norwegian permits, certain weapons and knives are restricted, plants need phytosanitary clearance, and alcohol beyond personal allowances is taxed accordingly.
Destination clusters and pricing
Oslo anchors finance, technology, government and most corporate headquarters; Stavanger is the oil and energy capital and the natural landing point for subsea and petroleum professionals; Bergen pairs oil and gas with a deep shipping and seafood economy on the western coast; Trondheim is the research and technology city built around NTNU. Drammen and the Oslo commuter belt take a steady share of residential moves. Pricing builds from volume, route and freight mode, customs treatment and access at the delivery address; every quote itemises freight, customs, haulage, packing and, if you choose it, transit insurance, so you can see what each part of the move costs rather than reading a single figure.
Abu Dhabi to Stavanger subsea role
A subsea engineer joining a Stavanger operator on a multi-year contract, with the start date fixed to an offshore mobilisation window. The coordinator routes the container onto a western coastal service where the schedule allows, rather than via Oslo, to save the inland leg, prepares the flyttegods file against the new Rogaland address and plans delivery around the mobilisation date. The engangsavgift sums on the engineer's car are run before anyone decides whether it should travel at all.
Dubai Marina to an Oslo banking role
A fintech specialist starting in the Oslo banking quarter, with move-in pinned to a flat handover that may slip. The coordinator splits the consignment — priority air ex DXB to Gardermoen for the working essentials, a sea container behind it for the rest — and runs both under one flyttegods file with consistent inventory referencing across the airwaybill and the bill of lading, so the D-number registration and the delivery can slot together.
Dubai to a Bergen home, with office freight
A family relocating to Bergen for the schools, with a part-commercial consignment of office equipment for the parent's new Nordic base travelling alongside. The coordinator separates the personal effects, which can carry flyttegods relief, from the commercial cargo, which is declared and assessed on its own footing at the border, then times the delivery from the western port to the school holiday so the unpacking can finish before term begins.
Frequently asked questions — Norway corridor
What is flyttegods relief and do I qualify?
Flyttegods is Norway's transfer-of-residence relief. It lets you import personal effects owned and used for 12 months or more free of duty and the 25% import VAT, provided you are genuinely relocating, were resident in the UAE beforehand, and bring the goods within a reasonable period of taking up residence in Norway. The file needs a clean inventory and evidence of both your prior UAE residence and your new Norwegian one.
If my container passes through an EU port, is it already cleared?
No. Norway is in the European Economic Area but outside the EU customs union, so an EU transit does not clear goods into Norway. The shipment faces a full, separate Norwegian import declaration when it reaches the border, with mva at 25% and any duty assessed there. We plan that crossing as its own step.
How long does the shipment take?
Sea freight to Oslo is often relayed through a North-Sea hub such as Rotterdam, Antwerp or Hamburg before the final leg, so routing and sailing dates are confirmed at the survey. Add a few days for Tolletaten clearance and the road delivery. Air ex DXB to Oslo Gardermoen is usually a day or two on the ground plus a working-day clearance.
Should I ship my car to Norway?
Usually not, and the reason is the engangsavgift — a one-time registration tax that on many imported cars rivals or exceeds the value of the car itself. Flyttegods can ease the import duty side, but the registration tax is separate. For most people selling in the UAE and rebuying in Norway works out cheaper and simpler. Where a car genuinely must come, we cost the whole thing before you commit.
What is a D-number and why does it matter?
It is the temporary identification number Norway issues to people with a Norwegian connection who are not yet permanently resident. Once residence is established you receive a full personal number, the fodselsnummer, through Skatteetaten. That number is the key to a bank account, a tax card and the wider system, so we time the registration alongside the housing and the shipment.
Can I bring my pet?
Yes, under Mattilsynet, the Norwegian Food Safety Authority. Your pet needs an ISO microchip, a valid rabies vaccination with the required waiting period observed, and the health documentation completed by an approved UAE vet before travel. We coordinate with a specialist pet-relocation agent for the Norwegian arrival.
What cannot be shipped?
Firearms without the proper Norwegian permits, certain restricted weapons and knives, plants without phytosanitary clearance, and alcohol beyond personal allowances, which is taxed rather than relieved. New boxed goods and commercial stock fall outside flyttegods and are assessed in their own right.
How far ahead should I book?
Four to six weeks before dispatch is comfortable for a full container and gives the flyttegods file room to be right. We can move faster on air and tight corporate timelines, but the longer transhipment leg into Norway rewards a little extra runway.
Who handles the Norwegian end?
Our destination partner in Norway handles customs clearance at the Norwegian border and delivery to the address, while the same coordinator who runs the UAE side owns the move through to delivery and stays your single point of contact. The inventory and the flyttegods file are prepared in Dubai and shared with our partner, so clearance and the delivery sequence work from the same paperwork.
