Finland is an EU member state. Clearing customs at Helsinki or HaminaKotka clears your goods into the entire European Union, which is useful if your plans involve onward movement within the Nordics or wider Europe. Sea freight into Vuosaari Harbour in Helsinki or the HaminaKotka port east of the capital is the sensible choice for full household volumes. With the Strait of Hormuz closed to commercial shipping since February 2026, containers go by road to a port outside the strait, such as Khor Fakkan or Fujairah on the UAE’s east coast or Sohar in Oman, before sailing; routing and dates are confirmed at the survey. Air freight from DXB into Helsinki-Vantaa (HEL) is the faster option when a date is fixed and the timeline is short. From the port or airport, onward road delivery reaches Espoo, Vantaa, Tampere, Turku and Oulu.

Finnish Customs — Tulli — is methodical and digital. Import declarations are filed electronically, and the authority expects the inventory, the declared values and the supporting documents to agree. There is nothing punitive about the system; it simply works on accuracy. Transfer-of-residence relief on personal effects

Most people moving permanently to Finland from the UAE can bring their used household goods in free of customs duty and import VAT under the EU’s transfer-of-residence relief. The goods must have been owned and used in the UAE before the move, the household itself must be relocating its normal place of residence to Finland, and Tulli will want evidence of the move — typically a residence permit and proof that the UAE residence is being given up. The relief is generous, but it depends on the paperwork being right. We assemble that documentation with you so the shipment is treated correctly when it reaches Finland.

Finland is a country of registered residents. Soon after arriving, every new resident registers with the DVV — the Digital and Population Data Services Agency — and is issued a Finnish personal identity code (henkilötunnus). That code is the key that unlocks almost everything else: a bank account, a tax card from the Tax Administration, municipal and healthcare services, and school enrolment for children. Non-EU arrivals also have residence formalities to complete with the Finnish authorities.
