Customs relief for your move to Luxembourg
Luxembourg's customs relief lets you bring your personal belongings in free of duty and VAT when you move your normal residence there from outside the EU. The conditions, as published by the customs administration (ADA):
- Residence: at least 12 consecutive months in a country outside the EU; exceptions are possible if you intended to stay 12 months.
- Possession and use: the goods have been yours for at least 6 months, used if they are not consumables, and will be kept for the same use.
- What is covered: furniture and personal effects, bicycles and motorcycles, private cars and trailers, caravans, pleasure boats, private planes, household provisions, pets and saddle animals.
- Timing: goods can be imported up to 6 months before the move, with a guarantee, and no later than 12 months after it. Several shipments are allowed if the first inventory lists everything, with a partial list for each one.
The paperwork:
- An import declaration and a customs undertaking form. The ADA's form for personal belongings is titled, in English, "Application for duty and tax relief for personal belongings or property"; vehicles have a separate form.
- A detailed inventory with estimated values, dated and signed.
- A copy of your ID or passport where needed, for example to check the mover's power of attorney.
- Proof of your former residence: a residence certificate, a lease, utility bills or a letter from your former employer.
- Proof of settling in Luxembourg: an employer letter, a deed, a lease or utility bills.
Formalities are handled on working days during customs office hours, and if customs doubts your entitlement, it can ask for a guarantee until the missing documents arrive.
Not covered: alcohol, tobacco, mixed-use and utility vehicles, professional equipment, goods that were never used (original packaging intact) and the furniture of a second home. For 12 months, relieved goods cannot be lent, pledged, rented, sold or given away without telling customs first. Weapons and ammunition (Ministry of Justice), live plants (ASTA), pets (veterinary administration), CITES species (fauna with the veterinary administration, flora with ASTA) and medicines (Ministry of Health) go through separate procedures, and listed plants from outside the EU need a phytosanitary certificate.
Who does what: we prepare the inventory and the relief paperwork in Dubai, and our destination partner handles clearance in Luxembourg. You date and sign the forms and the inventory, and provide the ID copy and the proofs of residence.
Routes and transit times to Luxembourg
Since 28 February 2026 the Strait of Hormuz has been effectively closed to commercial shipping, so UAE containers now go by road to a port outside the strait, such as Khor Fakkan or Fujairah on the east coast or Sohar in Oman, and sail from there.
Luxembourg has no coast, so a container lands at a North Sea port and comes the rest of the way overland or by water. The country is linked to Antwerp, Zeebrugge, Rotterdam and Hamburg by rail and by the Rhine–Moselle waterway via Mertert port, and the government lists the ports of Zeebrugge, Antwerp, Rotterdam and Amsterdam as 400 km away. An intermodal rail connection runs between Antwerp and Bettembourg on most days of the week, and under customs transit, goods can be cleared in Luxembourg instead of at the port where they enter the EU.
Schedules are longer and less predictable than before 2026. As a guide, CMA CGM's September 2026 schedule starts at Duqm in Oman and shows 40 days from there to Rotterdam and 46 to Antwerp – about six to seven weeks – port to port; the road and feeder legs from the UAE, the inland leg to Luxembourg, customs clearance and delivery come on top. We confirm the routing and dates at your survey and again at booking.
How your move to Luxembourg runs
As your moving company for Luxembourg, we run every step, with one coordinator throughout:
- Survey: a coordinator walks through your home in Dubai or Abu Dhabi with you and notes what goes, what stays and what needs crating.
- Fixed quote: an itemised quote with the volume, the shipping option and the services at both ends.
- Paperwork: we prepare the valued inventory and the relief forms; you gather your ID copy and the proofs of residence.
- Packing day: trained crews pack, crate fragile pieces and art, dismantle furniture and load.
- Departure: the container goes by road to the departure port and sails, and your coordinator keeps you updated.
- Arrival and clearance: our destination partner clears the goods and agrees the delivery date with you.
- Delivery: furniture is placed room by room and reassembled, and your boxes are unpacked.
Removals in Luxembourg: where we deliver
We deliver anywhere in the country: Luxembourg City – Kirchberg, Belair, Limpertsberg, Gasperich and the rest of the capital – as well as Esch-sur-Alzette, Differdange, Dudelange, Strassen, Bertrange, Mamer, Ettelbruck and the towns along the Moselle.
At the survey, tell us about the new address – floor, lift size, stairs and where a lorry can stop – so the destination crew brings the right vehicle and team.
Pets and cars
Pets and vehicles move as separate services, each with its own paperwork: see pet relocation and vehicle shipping. For a vehicle, customs' default is clearance at the first EU entry point; on request, it travels under T1 transit to Luxembourg instead. The car question below covers leased cars and the vignette 705.
Storage in Dubai
If your dates don't line up, we keep your goods in storage in Dubai, short or long term. Plan the shipment so everything arrives no later than 12 months after your move, the limit for duty-free import.
Book your free in-home survey
The survey is 100% free, with no obligation. A coordinator visits your home in Dubai or Abu Dhabi, looks at every room, asks about access at the Luxembourg address and answers your customs questions; your fixed, itemised quote follows.
Before you book, ask each removal company for Luxembourg who prepares the valued inventory and the relief application, and who handles clearance at the Luxembourg end.
Book through the quote form on this page or on our quote page, or call or WhatsApp +971 56 899 2011.

Questions about moving to Luxembourg from Dubai
Anything specific to your situation? A specialist for this corridor is happy to help.
Contact usCan the movers in Luxembourg deliver to an upper-floor flat?
Yes. At the survey we note the floor, lift size, stairs and parking at the new address, and our destination partner's crew plans the delivery around them. Furniture dismantled before loading is reassembled in place, and your boxes are unpacked.
How long does a move from Dubai to Luxembourg take?
Since 28 February 2026 the Strait of Hormuz has been effectively closed to commercial shipping, so UAE containers go by road to a port outside the strait, such as Khor Fakkan, Fujairah or Sohar, and sail from there. As a guide, CMA CGM's September 2026 schedule, which starts at Duqm in Oman, shows 40 days from Duqm to Rotterdam and 46 to Antwerp, port to port; the road and feeder legs from the UAE, the inland leg to Luxembourg, customs clearance and delivery come on top. We confirm the routing and dates at your survey.
What does moving to Luxembourg from Dubai cost?
It depends on the volume you ship, whether it fills a container or shares one, how much packing and crating is needed, access at both addresses, and extras such as storage, an air shipment or transit insurance. Every home is different, so we don't publish prices: the free in-home survey gives you a fixed, itemised quote, with no obligation.
Can our goods arrive before we move?
Yes. Luxembourg allows import up to 6 months before the move, against a guarantee, and no later than 12 months after it. Several shipments are fine if the first inventory lists everything.
Can I bring my car, including a leased one?
Yes: private cars are covered, with a separate declaration, the registration certificate and the purchase invoice or leasing contract. For a leased or hire-purchase car, duty relief still applies but VAT stays due on the instalments, and a vehicle bought abroad needs a customs vignette 705 before it can be registered with the SNCA. Vehicle shipping is quoted as a separate service.
What can't we bring duty-free?
The relief excludes alcohol, tobacco, mixed-use and utility vehicles, professional equipment, goods never used (original packaging intact) and furniture from a second home. Weapons, live plants, pets, CITES species and medicines each need a separate procedure with the relevant authority.
