When UAE families plan a move to Norway, the furniture is rarely what worries them. The family dog and the car are the two things that generate the most questions — because both face entry rules that are precise, time-bound and not obvious from the outside. Norway sits inside the European Economic Area but outside the EU customs union, which shapes how each is handled. Seemleius coordinates both as a managed part of your move on the UAE–Norway corridor, and the earlier you raise them, the better the outcome.

Pet relocation to Norway

Norway applies the EEA’s harmonised rules for pets entering from a third country, and for an animal travelling from the UAE the requirements are detailed and strictly enforced by Mattilsynet, the Norwegian Food Safety Authority. The rules are not unreasonable, but they are sequence-dependent: each step must be completed in the correct order, and some steps carry fixed waiting periods. Get the sequence wrong and the animal cannot be cleared at the Norwegian border.

The core sequence for a dog or cat travelling from the UAE to Norway is: an ISO-compliant microchip implanted first, a primary rabies vaccination given after the chip and never before, and, after a first vaccination, a wait of at least 21 days before the animal may enter. No rabies antibody blood test is needed for a pet coming from the UAE. An animal health certificate is issued by an official UAE veterinarian close to travel, and the animal must enter Norway through a designated entry point. Dogs additionally require treatment against the Echinococcus tapeworm, administered and documented by a vet within a defined pre-arrival window — a step Norway takes seriously.

Norway also has its own rules on dog ownership and a number of breeds that are prohibited or restricted under national legislation, so it is essential to confirm your dog’s eligibility before any travel is planned. We check that position early and brief you on local registration, leashing and any municipality-level requirements at your destination.

  • UAE microchip and rabies vaccination sequencing planned with full lead time, including the 21-day wait after a first vaccination
  • Echinococcus tapeworm treatment for dogs and the animal health certificate issued in the UAE within the required pre-travel windows
  • Approved air route ex DXB into a designated Norwegian entry point, with handlers who understand EEA animal-welfare standards
  • Confirmation of breed eligibility under Norwegian law, plus guidance on local dog registration where it applies

Vehicle shipping to Norway

Shipping a car from the UAE to Norway involves considerably more than the freight itself. There is UAE export documentation, the Norwegian import clearance with Tolletaten, registration with Statens vegvesen (the Norwegian Public Roads Administration), a technical check, and the country’s one-off registration tax to consider. We manage the logistics chain and make sure the documentation is in order — and we are straightforward about the taxes and inspection costs so there are no surprises on arrival.

How the vehicle is treated at the Norwegian border depends on whether it qualifies under transfer-of-residence relief. A car the owner has genuinely owned and used before the move, and will continue to use in Norway, can in defined circumstances be imported under that relief — but Norway’s one-off vehicle registration tax (engangsavgift) and the rules around it are distinctive, and the relief is not automatic. Norwegian vehicle taxation is among the more complex in Europe, and electric vehicles are treated very differently from combustion vehicles. We assess your specific vehicle against the current rules rather than offering a blanket promise.

Once customs is settled, the vehicle goes through a technical inspection and approval process before it can be registered. UAE-specification cars frequently need adjustments — lighting and certain equipment may need to meet Norwegian and European standards — and winter-tyre obligations apply seasonally. After inspection and approval, the vehicle is registered with Statens vegvesen, Norwegian plates are issued, and compulsory third-party insurance must be in place before the car is driven.

  • Container freight, or roll-on roll-off where a sailing is available, booked into Oslo or another Norwegian port, departing from outside the Strait of Hormuz
  • UAE export and Norwegian import documentation prepared, with the transfer-of-residence position assessed against current rules
  • Technical inspection and approval coordinated post-clearance, with guidance on the modifications UAE-spec vehicles typically need
  • Statens vegvesen registration and Norwegian plates handled, with the engangsavgift position explained clearly in advance

How it works

  1. Tell us what is moving. The pet (species, breed, size) and / or the vehicle (make, model, year, fuel type and emissions specification), plus your anticipated move dates.
  2. Map the requirements. We set out the EEA entry sequence for the pet and the Norwegian import, inspection and registration sequence for the vehicle — including the lead times and waiting periods that cannot be compressed.
  3. Coordinate the journeys. Pet travel via an approved DXB route and vehicle freight by sea are booked and aligned with your household shipment.
  4. Keep you informed. Your coordinator updates you through each stage — the UAE vet steps, Tolletaten clearance, the technical inspection, the Statens vegvesen registration — and you can ask for an update at any point.

Pet entry in particular rewards early action — a pet needs 21 days after a first rabies vaccination before it can travel, and a dog’s tapeworm treatment must fall inside its window before arrival, so the flight date is planned around those steps. Common questions about this move

Anything specific to your situation? A specialist for this corridor is happy to help.

Contact us
How long does a move to Norway take?

It depends on the freight mode, the volume and the routing, which your coordinator confirms at the survey along with a realistic window — sea freight is the economical choice for a full household, air freight is faster for essentials.

Do you handle customs at both ends?

Yes, with our destination partner: we prepare the export paperwork in Dubai, and clearance at the destination is handled by our partner there. Some countries ask you to apply for duty relief yourself — your coordinator tells you what to file and when.

Is my shipment insured in transit?

Transit insurance (all-risk cover) is available. Your coordinator explains the cover options when quoting, and the terms are confirmed in your quote.

How far ahead should I book?

Two to four weeks is comfortable for most international moves, but we regularly handle urgent relocations. The earlier you reach out, the more flexibility you have on dates and freight space.

Will I have one point of contact?

Yes — one coordinator in Dubai looks after your move from the survey to delivery and works with our destination partner, so you are never passed between companies.
