Malaysia is, in many respects, a practical destination for a family relocating with a pet, and in a few cases with a car. The country permits a range of companion animals with manageable documentation requirements, and vehicle ownership — unlike in Singapore — does not carry a restrictive certificate quota. That said, neither import is paperwork-free, and both reward being organised before the move rather than after. Seemleius coordinates pets and vehicles on the UAE–Malaysia corridor as a planned element of your move, not an afterthought.
Pet relocation to Malaysia
Malaysia’s pet import requirements are administered by the Department of Veterinary Services (DVS Malaysia, or Jabatan Perkhidmatan Veterinar), and they apply to cats and dogs as well as a number of other species. DVS sets the import conditions, including any quarantine on arrival, so the paperwork needs to be complete and lodged in advance. The key documentation requirements for dogs and cats relocating from the UAE include:
- A microchip implanted before the rabies vaccination, with the chip number recorded on every subsequent document
- Current rabies vaccination, with the vaccination certificate showing the chip number, vaccine batch and validity dates — and, for dogs, the additional vaccinations specified by DVS (distemper, hepatitis, parvovirus, leptospirosis)
- A valid health certificate issued by an accredited veterinarian in the UAE, endorsed by the UAE Ministry of Climate Change and Environment
- An import permit issued by DVS Malaysia, applied for in advance of the animal’s travel and quoting the entry airport (typically KLIA)
- Compliance with approved airline and cargo-handling requirements for live animal transport on the DXB–KUL routing
The DVS import permit is the piece that needs to be secured well in advance — our coordinator begins the application at the survey stage so timelines are comfortable, and we work with established UAE-based veterinary partners who understand the Malaysian documentation set. On arrival at KLIA, DVS inspects the animal and the paperwork, and any quarantine follows the conditions set by DVS.
Vehicle shipping to Malaysia
Vehicle import into Malaysia is a more involved exercise than a household move, primarily because Malaysia is a right-hand-drive market with a tightly controlled Approved Permit (AP) system that regulates which vehicles can be imported and registered. UAE vehicles — almost all left-hand-drive — cannot generally be registered for road use in Malaysia, which means a vehicle move from the UAE only makes economic sense for vehicles that fit specific exemption pathways. The Road Transport Department (Jabatan Pengangkutan Jalan, or JPJ) is the registration authority; the Ministry of International Trade and Industry (MITI) controls the AP system; and the Royal Malaysian Customs Department handles the duty, excise and SST assessment.
The practical pathways we see on this corridor are:
- Classic and vintage vehicles (25+ years old). Malaysia has a defined import route for classic cars, with relaxed AP requirements and a lower duty exposure — the most common reason a UAE-origin vehicle move actually proceeds.
- Returning Expert Programme cases. Malaysian-origin professionals returning home under the REP framework may qualify for vehicle duty relief on a personal vehicle, subject to ownership history.
- Diplomatic and government-aligned movers. Standard exemption frameworks apply, with documentation routed through the relevant mission.
For vehicles that fit one of these routes, we handle the full process:
- Container freight to Port Klang from a port outside the Strait of Hormuz, or RoRo where a sailing is available
- UAE export documentation and a pre-shipment condition report
- AP application and MITI liaison where required
- RMCD customs duty, excise duty and SST (Sales Tax at 5% or 10%) assessment and payment coordination
- JPJ inspection (Puspakom) and vehicle registration coordination
- Inland transport from Port Klang to your Malaysian address
We provide a full duty and AP-pathway assessment before you commit to shipping, so the decision is made with the complete cost and feasibility picture in view — including the honest answer when the economics simply do not work.
Thinking through both together
Families moving to Malaysia under MM2H or on a long-term basis sometimes arrive with both a pet and a vehicle. The pet travels by air on a timeline driven by the DVS permit and the DXB–KUL flight schedule; the vehicle travels by sea and arrives at Port Klang on a separate timeline. Both run differently from the main household shipment. Our coordinator plans all three streams together so you have a single view of what lands when, and nothing is managed in isolation.
- Tell us what is moving. Pet species, breed, vaccination history and microchip details; vehicle make, model, year and approximate value. Your Malaysian arrival date, visa class and destination.
- Assess and advise. We map the DVS import permit requirements, check vehicle AP eligibility against the classic-car or REP pathway, and provide a duty estimate so you have the full picture before committing to either.
- Coordinate the journeys. DVS import permit application, veterinary documentation, AP and JPJ paperwork, freight bookings, UAE export and Malaysian customs paperwork are all handled and aligned with your household shipment timeline.
- Confirm arrival. Updates through each journey — pet flight, vehicle sea transit, RMCD clearance and JPJ inspection — so you know where everything is at every stage.
The earlier the pet permit process starts and the earlier we can give you the vehicle pathway assessment, the more options you have. Get in touch and we will walk through both with you before anything is booked.

Common questions about this move
Anything specific to your situation? A specialist for this corridor is happy to help.
Contact usHow long does a move to Malaysia take?
It depends on the freight mode, the volume and the routing, which your coordinator confirms at the survey along with a realistic window — sea freight is the economical choice for a full household, air freight is faster for essentials.
Do you handle customs at both ends?
Yes, with our destination partner: we prepare the export paperwork in Dubai, and clearance at the destination is handled by our partner there. Some countries ask you to apply for duty relief yourself — your coordinator tells you what to file and when.
Is my shipment insured in transit?
Transit insurance (all-risk cover) is available. Your coordinator explains the cover options when quoting, and the terms are confirmed in your quote.
How far ahead should I book?
Two to four weeks is comfortable for most international moves, but we regularly handle urgent relocations. The earlier you reach out, the more flexibility you have on dates and freight space.
Will I have one point of contact?
Yes — one coordinator in Dubai looks after your move from the survey to delivery and works with our destination partner, so you are never passed between companies.
