Moving your home? Relocation to Cyprus from Dubai and Abu Dhabi
Since the Strait of Hormuz closed to commercial shipping in February 2026, a Limassol-bound container first goes by road to a port outside the strait, such as Khor Fakkan or Fujairah on the UAE’s east coast or Sohar in Oman, and sails from there into the Limassol terminal. Routing and dates are confirmed at the survey, and we plan the move with 22 years’ experience behind us.
The arrivals are a particular mix. A fund manager taking up a desk in Limassol’s services district under the non-dom regime; a British couple who spent a decade in the UAE and are now settling a Paphos villa for retirement; a UAE company putting an EU operating base into Nicosia and shipping the office with it. Tax-driven professionals, lifestyle retirees and businesses planting a flag inside the single market each need a different plan.
Why move with Seemleius
Transfer-of-residence relief, prepared early
Used household effects owned and used for six months or more clear free of duty and Cypriot VAT under EU transfer-of-residence relief, provided you have lived outside the EU for at least 12 consecutive months. We assemble the application, the inventory and the residence evidence for the Department of Customs & Excise before the box leaves the UAE.
An island move, planned as one
There is no road option onto Cyprus. Everything arrives at Limassol or Larnaca, so the port booking, the clearance and the onward delivery have to be one schedule. One coordinator holds all three rather than passing you between handlers.
Timed to your residence steps
Customs will want proof you are settling in Cyprus — the yellow slip for EU nationals, a permit route for everyone else. We plan the shipment around your registration and your lease, so the paperwork for the relief is ready when the container lands.
How your move works
-
Survey and brief
A UAE survey or video walk-through, volume measured in cubic metres, and anything that changes customs treatment flagged early — a car, wine, a piano. Sea and air options come back priced against your Cyprus start date and your residence timeline.
-
Documentation before sailing
The transfer-of-residence application drafted, the valued inventory built, residence and ownership evidence gathered. Where the move is commercial, the import file is raised before space is confirmed.
-
Export pack and dispatch
Export-standard packing from Dubai or Abu Dhabi, ISPM-15 timber where it is needed, and a booked rotation to Limassol. When the schedule is tight, priority air from DXB into Larnaca instead.
-
Clearance and delivery
EU import clearance at the Cyprus point of entry by our destination partner, the relief applied, the container devanned and trucked to your district. The partner crew unpacks, reassembles the larger furniture and clears the packing debris on the same visit.
The UAE–Cyprus corridor in detail
Limassol, Larnaca and the air route
Limassol is the working port. Its rebuilt container terminal takes most household and commercial freight, whether a box arrives on a direct service or transships through a hub. For a move that cannot wait on a vessel, air from DXB lands at Larnaca (LCA), the island’s main airport, in well under a day’s flying, usually direct, with Paphos (PFO) covered for the western coast. Sea suits a full house; air earns its premium for a partial shipment or a hard deadline.
Cypriot customs and transfer of residence
Cyprus clears under the EU framework through the Department of Customs & Excise, and clearing a shipment into Limassol or Larnaca clears it into the whole union — worth remembering if any onward European leg is in your plans. Arriving residents can claim transfer-of-residence relief: used personal effects owned and used for at least six months come in free of import duty and Cypriot VAT, provided you have lived outside the EU for at least 12 consecutive months and are genuinely shifting your normal residence to the island. The relief is claimed on application, supported by a valued inventory, evidence of the move and proof of residence at destination. It is generous but conditional, and a declared value that does not match the inventory is a common reason a container sits on the quay. We prepare and check the file in the UAE so the declaration lands correct.
Bringing a used car
A used UAE car can come, but the destination process is the real cost, not the freight. Once landed, the vehicle needs a Cypriot roadworthiness test — the MOT-equivalent inspection — and then registration with the road transport authority, with duty and VAT assessed unless the car itself falls inside your transfer-of-residence entitlement. Right-hand drive helps, since Cyprus drives on the left, so a UAE-spec left-hand-drive car is a poorer fit than people expect. We give an honest read early: for many movers the sums favour selling in the UAE and buying locally, and we will say so rather than ship a car that costs more to register than it is worth.
Pets
Pets travel under EU rules through the Veterinary Services. The route is an ISO microchip, a valid rabies vaccination given after the chip (at least 21 days before travel if it is the first one), and an EU animal health certificate issued by an authorised UAE vet inside the permitted window before travel. Cats and dogs are routine on this corridor; we hand off to an established pet-relocation agent at Larnaca and time the animal’s arrival to the household’s, so nobody is collecting a crate before the beds are in.
Non-dom and residence timing
Some of these moves are built around the Cyprus non-dom tax regime or permanent residence by investment, and then the tax calendar tends to drive the shipping calendar rather than the other way round. People want to be settled, registered and tax-resident inside a particular window, which fixes the date the household has to land. We plan backwards from that: a Limassol sailing booked with room to spare, or a split where priority items fly while the container follows. The tax and immigration advice is your adviser’s to give; our job is to keep the move from being the thing that slips the deadline.
What does not ship
The usual exclusions apply. Firearms need their own licensing and most cannot travel in a household consignment. Alcohol and tobacco are excluded from the relief, so a wine collection is declared and taxed separately. Plants and untreated seeds need phytosanitary clearance or stay behind. New, boxed goods still in retail packaging read as commercial stock rather than personal effects and can jeopardise the relief on the rest of the load — we flag those at survey rather than let them surface at the quay.
Districts and pricing
Limassol is the business and expatriate hub, the centre of the island’s shipping and professional services and a common destination for moves from the UAE. Nicosia, the capital, draws government, finance and corporate offices. Larnaca is the easy-going coastal choice, well priced and close to the airport. Paphos in the west is the retiree and lifestyle district, with a long-settled international community of its own. Pricing builds from volume, freight mode, customs treatment and the access at your address; every quote itemises freight, customs, haulage, packing and, where you take it, transit insurance, so you can see exactly what each part costs.
Dubai Marina to a Limassol seafront flat
A fund manager relocating under the non-dom regime, with a registration deadline that fixes the move-in week. The coordinator plans the sailing with a margin and builds the transfer-of-residence file around the yellow-slip appointment, so the declaration is ready before the container arrives. Our destination partner then clears the shipment and delivers to the flat.
Abu Dhabi to a Paphos villa
A British couple retiring after years in Abu Dhabi and settling a villa near Paphos, with a small library and some inherited furniture they care about. The coordinator arranges crating for the fragile pieces, talks through whether selling the UAE car makes more sense than shipping it, and plans delivery so the larger pieces go in before the painters finish.
Dubai office to a Nicosia headquarters
A UAE firm standing up an EU operating base in Nicosia and shipping its office fit-out alongside two directors’ households. The coordinator separates the commercial cargo from the personal effects so each clears on the right footing, prepares the import documentation for the office equipment, and stages the three deliveries around the planned opening date.
Frequently asked questions — Cyprus corridor
What is transfer-of-residence relief and do I qualify?
It is the EU relief that lets used personal effects enter Cyprus free of import duty and VAT when you are moving your normal residence to the island. As a rule you must have lived outside the EU for a continuous 12 months, the goods should have been owned and used for at least six months, and you need to show evidence of the move and of residence at destination. We prepare the application and the inventory before the shipment sails.
Limassol or Larnaca?
Sea freight normally lands at Limassol, the main port of Cyprus, and is trucked on to your district from there. Larnaca is home to the main airport, so it is where air shipments usually arrive. Your coordinator confirms the entry point at the survey.
How long does Cypriot customs take?
For a properly prepared file, clearance at Limassol is usually a matter of a few working days once the vessel berths. Air at Larnaca tends to clear faster still. A common cause of delay is a declared value that does not match the inventory, which is exactly what preparing the file in advance is meant to prevent.
Can I bring my UAE car?
You can, but it needs a Cypriot roadworthiness test and registration once it lands, with duty and VAT unless the car falls inside your relief. Cyprus drives on the left, so a left-hand-drive UAE car is a poorer fit than many expect. For a lot of movers selling in the UAE works out cheaper, and we will tell you honestly which way the numbers point.
How does the non-dom or PR timing affect the move?
Where a tax or residence deadline sets the date you need to be settled, that date governs the shipping plan. We work backwards from it — a sailing with a margin, or a split with priority air — aiming to have the household in place before the window. The tax and immigration advice itself is your adviser’s; the logistics are ours.
How do pets travel to Cyprus?
Under EU rules through the Veterinary Services: an ISO microchip, a rabies vaccination given after the chip, a 21-day wait after a first vaccination, and an EU animal health certificate from an authorised UAE vet within the permitted window. We hand off to a specialist agent at Larnaca and time the animal’s arrival to the household’s.
What will not ship?
Firearms outside their own licensing, plants and untreated seeds without phytosanitary clearance, and new boxed goods in retail packaging that read as commercial stock. We flag these at survey, because new items mixed into a household load can put the relief on the rest of the shipment at risk. Alcohol and tobacco fall outside the relief, so any you ship are declared and taxed.
How long does the whole move take?
Sea routing and sailing dates to Limassol are confirmed at the survey, and schedules currently run longer and less predictably than they used to. Once the box lands, allow a few days for clearance and one to two for delivery to your district. Air is usually a day or two on the ground at Larnaca plus a working-day clearance.
Who handles the Cyprus end?
Our destination partner in Cyprus handles the port clearance, the customs lodgement and the onward delivery. The coordinator who runs the UAE side stays your single point of contact through the arrival, so you are never left chasing a local firm yourself.
How far ahead should I book?
Four to six weeks before dispatch is comfortable for a full household and gives the transfer-of-residence file room to be right. We can move faster on air or a tight corporate timeline, but a four-week runway is the easiest way to keep the customs side clean.
