Bulgaria has become a destination that surprises people. Long thought of mainly as a coastal holiday country, it now draws UAE families and businesses for a different set of reasons — a low cost of living against the rest of the European Union, a flat personal tax rate, growing technology and outsourcing hubs in Sofia and Plovdiv, and a quality of life that comes without the price tag of Western Europe. When a UAE household or company decides to make the move, the relocation itself becomes the part that needs to be managed properly. That is what Seemleius does on the Dubai–Bulgaria corridor.
The UAE–Bulgaria route carries a mix of moves: technology professionals joining Sofia’s software and shared-services sector, families drawn to the Black Sea coast around Varna and Burgas, retirees attracted by the cost of living, and businesses positioning themselves inside the EU at a sensible operating cost. It is a corridor we know in practical detail — the sea freight routes into the Black Sea ports, the air links from DXB through Sofia, and the realities of settling into a country that runs on its own civil-registration system and its own pace.
What makes the Bulgaria corridor distinct
Bulgaria is a member of the European Union. Clearing customs at Varna or Burgas clears your goods into the entire EU single market, which matters if onward movement within Europe is part of the plan. Sea freight to Bulgaria’s Black Sea ports — Varna and Burgas — is the economical choice for full household volumes. Since the Strait of Hormuz closed to commercial shipping in February 2026, containers go by road to a port outside the strait, such as Khor Fakkan or Fujairah on the UAE’s east coast or Sohar in Oman; the routing, any transhipment and the dates are confirmed at the survey. Air freight from DXB into Sofia (SOF) is the faster option when the timeline is tight, usually routed via a European hub. From the port or airport, onward road delivery reaches Sofia, Plovdiv, Ruse and the interior.
Bulgarian customs applies standard EU import procedures, and a household clearance moves smoothly when the inventory, the declared values and the supporting documents are consistent with one another. Bulgaria’s import VAT rate is 20%. We prepare the declaration and the supporting file in advance, so what the Bulgarian authorities see on arrival matches exactly what is in the shipment.
Transfer of residence relief on personal effects
Most arriving residents qualify for the EU transfer-of-residence relief, which exempts used personal household goods from Bulgarian import duty and the 20% import VAT. The goods generally need to have been owned and used for at least six months before the move, and the person must be transferring their normal residence to Bulgaria from outside the EU. The customs file is submitted alongside evidence of the move — a residence permit or registration record, an inventory and proof of prior ownership. The documentation simply needs to be precise. We prepare it with you so the shipment is treated correctly at the border.

Where in Bulgaria we deliver
We move regularly to all of Bulgaria’s major destinations and their surrounding regions:
- Sofia — the capital and economic engine, home to the technology, finance and shared-services sectors and the natural landing point for most professional arrivals
- Plovdiv — the second city, with a fast-growing industrial zone, a celebrated old town and a strong cultural identity
- Varna — the largest Black Sea city and a major port, popular with families and a key gateway for household sea freight
- Burgas — the southern coastal city and port, an alternative entry point and a draw for coastal living
- Ruse — the Danube river city in the north, an industrial and trade hub close to the Romanian border
What you arrive into
Bulgaria runs on personal identification numbers — the EGN (the unified civil number) or the equivalent number issued to foreign residents. That number ties together residence, banking, healthcare and tax. Residence permits for non-EU nationals are issued through the Migration Directorate, the official source on what applies to you. We plan the household shipment around your housing and permit dates so they line up rather than working against each other.
How the move works
- Survey and quote. We assess volume and contents — in person in the UAE or by video — and return a clear, itemised quote with the freight mode options explained.
- Document in advance. Dates are confirmed, vessel or aircraft space is booked, and the Bulgarian customs paperwork — the import declaration, the transfer-of-residence relief file, supporting evidence — is prepared and verified before the shipment leaves the UAE.
- Pack and ship. Our crew packs to export standard, builds a complete inventory, and dispatches on the booked route by sea or air.
- Clear and deliver. Our destination partner handles EU import clearance at the Bulgarian point of entry and coordinates onward delivery, unpacking and reassembly at your address.
